โครงการนี้เป็นการประกวดราคาซื้อวัสดุก่อสร้างสำหรับงานก่อสร้างโรงรถกู้ซ่อมและโรงจอดรถยนต์ขนาด 10 คัน ของกองพันทหารช่างเครื่องมือพิเศษ กองพลทหารช่าง โดยมีวัตถุประสงค์เพื่อสร้างขวัญและกำลังใจแก่ข้าราชการและยกระดับคุณภาพชีวิต โครงการนี้มีวงเงินงบประมาณ 5,983,197.00 บาท ระยะเวลาในการส่งมอบพัสดุคือ 180 วันนับถัดจากวันลงนามในสัญญา โดยมีการแบ่งจ่ายเงินเป็น 5 งวดตามความสำเร็จของการส่งมอบวัสดุแต่ละประเภท ผู้ยื่นข้อเสนอต้องมีคุณสมบัติตามที่กำหนด เช่น มีความสามารถตามกฎหมาย ไม่เป็นบุคคลล้มละลาย และต้องลงทะเบียนในระบบจัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์ (e-GP) ของกรมบัญชีกลาง การพิจารณาคัดเลือกผู้ชนะการยื่นข้อเสนอจะใช้หลักเกณฑ์ราคา โดยผู้ชนะจะต้องรับประกันความชำรุดบกพร่องของสิ่งของเป็นเวลา 7 วัน
