โครงการนี้มีวัตถุประสงค์เพื่อจัดหารถยนต์โดยสาร (รถตู้) ขนาด 12 ที่นั่ง จำนวน 38 คัน เพื่อสนับสนุนการปฏิบัติงานของสำนักงานปลัดกระทรวงมหาดไทย ทั้งในส่วนกลางและระดับจังหวัด โดยมีระยะเวลาการเช่า 5 ปี

ขอบเขตงานประกอบด้วยการจัดหารถยนต์ดีเซลที่มีปริมาตรกระบอกสูบไม่ต่ำกว่า 2,400 ซีซี รถยนต์ต้องเป็นรุ่นใหม่ล่าสุด ไม่เคยใช้งานมาก่อน และมีคุณสมบัติตามมาตรฐานผลิตภัณฑ์อุตสาหกรรม (มอก.) ผู้ให้เช่าต้องรับผิดชอบในการจดทะเบียน ต่อทะเบียน และทำประกันภัยรถยนต์ชั้น 1 ตลอดอายุสัญญา รวมถึงจัดหารถยนต์ทดแทนหากรถยนต์ที่เช่าไม่สามารถใช้งานได้ตามปกติ

ผู้ยื่นข้อเสนอต้องมีคุณสมบัติตามที่กำหนด เช่น เป็นนิติบุคคลที่มีอาชีพให้บริการเช่าพัสดุ ไม่เป็นผู้มีผลประโยชน์ร่วมกันกับผู้ยื่นข้อเสนอรายอื่น และมีมูลค่าสุทธิของกิจการ หรือวงเงินสินเชื่อตามเกณฑ์ที่กำหนด การพิจารณาคัดเลือกข้อเสนอจะใช้หลักเกณฑ์ราคาต่ำสุด โดยผู้ชนะการเสนอราคาจะต้องทำสัญญาเช่ารถยนต์กับสำนักงานปลัดกระทรวงมหาดไทย และวางหลักประกันสัญญาตามที่กำหนด

This project aims to procure 38 units of 12-seater passenger vans (diesel), with an engine displacement of no less than 2,400 cc, to support the operations of the Office of the Permanent Secretary of the Interior, both centrally and provincially, for a rental period of 5 years.

The scope of work includes providing new, unused diesel vehicles meeting the specified standards. The lessor is responsible for vehicle registration, annual renewals, and first-class insurance coverage throughout the contract period, as well as providing replacement vehicles if the leased vehicles are not operational.

Bidders must meet the specified qualifications, such as being a legal entity engaged in the business of leasing assets, not having conflicts of interest with other bidders, and having the required net worth or credit line. The selection of the winning bid will be based on the lowest price. The winning bidder will be required to enter into a lease agreement with the Office of the Permanent Secretary of the Interior and provide a contract guarantee as specified.
