โครงการนี้เป็นการจัดซื้อรถบรรทุก 6 ล้อ ติดตั้งเครนไฮดรอลิกพร้อมกระเช้าซ่อมไฟฟ้าไฟเบอร์กลาส สำหรับองค์การบริหารส่วนตำบลหนองอึ้ง อำเภอราษีไศล จังหวัดศรีสะเกษ โดยมีวัตถุประสงค์เพื่อเพิ่มประสิทธิภาพในการปฏิบัติงานซ่อมบำรุงไฟฟ้าในพื้นที่ รถบรรทุกต้องมีเครื่องยนต์ดีเซลขนาดไม่น้อยกว่า 130 แรงม้า และเครนไฮดรอลิกต้องสามารถยกสูงได้ไม่น้อยกว่า 12 เมตร กระบะบรรทุกต้องมีปริมาตรความจุไม่น้อยกว่า 3 ลูกบาศก์เมตร และผลิตจากโรงงานที่ได้รับมาตรฐาน ISO 9001 หรือ มอก.9001

ผู้ยื่นข้อเสนอต้องมีคุณสมบัติตามที่กำหนด เช่น เป็นตัวแทนจำหน่ายโดยตรงจากโรงงานผู้ผลิต มีใบอนุญาตประกอบกิจการโรงงาน (รง.4) และมีวิศวกรเครื่องกลรับรองแบบ ผู้เสนอราคาต้องยื่นเอกสารรับรองมาตรฐานต่างๆ เช่น มอก.3046-2563 หรือ EURO 5 สำหรับเครื่องยนต์, ISO หรือ CE หรือ DIN หรือ EN หรือ SAE หรือ JIS หรือ KR หรือ มอก.สำหรับเครน และ ISO 9001 หรือ มอก.9001 สำหรับกระบะบรรทุก รวมถึงมาตรฐานสินค้าที่ผลิตภายในประเทศไทย (MIT) สำหรับตัวรถยนต์

การพิจารณาผลจะใช้เกณฑ์ประสิทธิภาพต่อราคา ผู้ขายต้องฝึกอบรมการใช้งานและบำรุงรักษารถยนต์ และรับประกันความชำรุดบกพร่องเป็นระยะเวลาไม่น้อยกว่า 1 ปี กำหนดส่งมอบงานภายใน 120 วัน

This project involves the procurement of a 6-wheel truck equipped with a hydraulic crane and fiberglass aerial platform for Nong Oeng Sub-district Administration Organization, Rasi Salai District, Sisaket Province. The objective is to enhance the efficiency of electrical maintenance operations in the area. The truck must have a diesel engine with a minimum of 130 horsepower, and the hydraulic crane must be able to lift to a height of at least 12 meters. The truck bed must have a capacity of at least 3 cubic meters and be manufactured by a factory certified to ISO 9001 or TIS 9001 standards.

Bidders must meet specific qualifications, such as being direct dealers from the manufacturer, possessing a factory operating license (Rong.4), and having a mechanical engineer certify the design. Bidders must submit certifications such as TIS 3046-2563 or EURO 5 for the engine, ISO, CE, DIN, EN, SAE, JIS, KR, or TIS for the crane, and ISO 9001 or TIS 9001 for the truck bed, as well as the Made in Thailand (MIT) standard for the vehicle.

The evaluation will be based on price performance criteria. The seller must provide training on the use and maintenance of the vehicle and provide a warranty for defects for a period of not less than 1 year. The delivery is set to within 120 days.
