การประปาส่วนภูมิภาคเขต ๔ มีความประสงค์จะจัดซื้อมาตรวัดน้ํา Electromagnetic ขนาด 2 นิ้ว จํานวน 10 เครื่อง ด้วยวิธีประกวดราคาอิเล็กทรอนิกส์ (e-bidding) เพื่อสํารองคลังพัสดุของการประปาส่วนภูมิภาคสาขาภูเก็ต สําหรับใช้ในการติดตั้งให้ผู้ใช้น้ํารายใหม่

ผู้มีสิทธิเสนอราคาต้องมีคุณสมบัติตามที่กําหนดใน TOR เช่น มีความสามารถตามกฎหมาย ไม่เป็นบุคคลล้มละลาย ไม่อยู่ระหว่างเลิกกิจการ ไม่เป็นผู้มีผลประโยชน์ร่วมกันกับผู้ยื่นข้อเสนอรายอื่น และต้องลงทะเบียนในระบบจัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์ (e-GP) ของกรมบัญชีกลาง

ผู้ยื่นข้อเสนอต้องเป็นผู้ผลิตหรือตัวแทนจําหน่ายที่ได้รับการแต่งตั้งจากโรงงานผู้ผลิต หรือตัวแทนจําหน่ายในประเทศ โดยแนบหลักฐานการแต่งตั้งดังกล่าวมาด้วย

มาตรวัดน้ํา Electromagnetic ต้องมีคุณสมบัติทางเทคนิคตาม กมว๑๐-๐๐๐๓๗-๒๔ และสีและสัญลักษณ์บนตัวเรือนต้องเป็นไปตามที่ กปภ. กําหนด ผู้ขายจะต้องส่งมอบมาตรวัดน้ํา ณ การประปาส่วนภูมิภาคเขต ๔ ภายใน 30 วัน นับถัดจากวันลงนามในสัญญา

การประปาส่วนภูมิภาคเขต ๔ จะพิจารณาตัดสินโดยใช้เกณฑ์ราคา ผู้ขายจะต้องชําระค่าปรับหากส่งมอบสิ่งของล่าช้า และต้องรับประกันความชํารุดบกพร่องเป็นระยะเวลาไม่น้อยกว่า 1 ปี

นอกจากนี้ ผู้เสนอราคาต้องผูกพันตามข้อตกลงการประมวลผลข้อมูลส่วนบุคคล (Personal Data Processing Agreement) และปฏิบัติตาม พ.ร.บ. คุ้มครองข้อมูลส่วนบุคคล พ.ศ. ๒๕๖๒

The Provincial Waterworks Authority Region 4 intends to procure 10 units of 2-inch Electromagnetic Water Meters via electronic bidding (e-bidding) to replenish the warehouse stock of the Provincial Waterworks Authority Phuket Branch, for installation to new water users.

Bidders must possess the qualifications specified in the TOR, such as legal capacity, not being bankrupt, not being in the process of liquidation, not having conflicts of interest with other bidders, and must be registered in the government’s electronic procurement system (e-GP) of the Comptroller General’s Department.

Bidders must be manufacturers or authorized distributors appointed by the manufacturer or domestic distributor, and must attach evidence of such appointment.

The Electromagnetic Water Meters must meet the technical specifications according to กมว๑๐-๐๐๐๓๗-๒๔, and the colors and symbols on the meter body must comply with PWA standards. The seller must deliver the water meters to the Provincial Waterworks Authority Region 4 within 30 days from the date of contract signing.

The Provincial Waterworks Authority Region 4 will make a decision based on price criteria. The seller must pay a fine for late delivery and must guarantee defects for a period of not less than 1 year.

In addition, bidders must be bound by the Personal Data Processing Agreement and comply with the Personal Data Protection Act B.E. 2562.
