รายละเอียดการจ้าง
สํานักงานคณะกรรมการอาหารและยา (อย.) มีความประสงค์จะจัดซื้อยาเสพติดให้โทษในประเภท 2 ได้แก่ Fentanyl citrate injection (เทียบเท่า fentanyl base 0.1 มิลลิกรัม/2 มิลลิลิตร/แอมพูล) ขนาดบรรจุแอมพูลละ 2 มิลลิลิตร และบรรจุกล่องละ 10 แอมพูล จํานวน 340,000 กล่อง เพื่อใช้บรรเทาอาการปวดปานกลางถึงรุนแรง และใช้ร่วมกับยาระงับความรู้สึกสำหรับการผ่าตัด โครงการนี้มีวัตถุประสงค์เพื่อให้สถานพยาบาลทั่วประเทศมียาเพียงพอสำหรับผู้ป่วย
ผู้ยื่นข้อเสนอต้องมีคุณสมบัติตามที่กฎหมายกำหนด มีความสามารถในการผลิตหรือนำเข้ายา และมีเอกสารรับรองมาตรฐานการผลิต (GMP) รวมทั้งเอกสารที่เกี่ยวข้องกับคุณภาพของผลิตภัณฑ์ยา โดยจะต้องยื่นเอกสารรายละเอียดคุณลักษณะเฉพาะของยาต่อสำนักงานฯ ตามวันและเวลาที่กำหนด
การพิจารณาผลการยื่นข้อเสนอจะใช้หลักเกณฑ์ราคาประกอบกับเกณฑ์อื่น ๆ โดยจะพิจารณาจากราคาที่เสนอ ข้อเสนอด้านเทคนิค และคุณสมบัติที่เป็นประโยชน์ต่อทางราชการ เช่น หนังสือรับรองการประเมินเอกสารทางวิชาการ, มาตรฐาน GMP, ประวัติการส่งมอบผลิตภัณฑ์ที่เป็นไปตามสัญญากับสำนักงานฯ และประวัติการร้องเรียนเกี่ยวกับผลิตภัณฑ์
ระยะเวลาในการส่งมอบยาจะแบ่งเป็น 4 งวด ตั้งแต่เดือนพฤษภาคมถึงสิงหาคม 2568 และผู้ชนะการยื่นข้อเสนอจะต้องปฏิบัติตามเงื่อนไขเฉพาะที่กำหนดไว้ เช่น การขอใบอนุญาตนำเข้ายาเสพติดให้โทษ การจัดทำฉลากและเอกสารกำกับยา และการส่งมอบเอกสารที่เกี่ยวข้องกับการตรวจสอบวัตถุเสพติด
The Thai Food and Drug Administration (FDA) intends to procure Category 2 narcotics, specifically Fentanyl citrate injection (equivalent to fentanyl base 0.1 mg/2 ml/amp) in a package size of 2 ml per ampule and 10 ampules per box, totaling 340,000 boxes. This is to provide sufficient medication to hospitals nationwide for moderate to severe pain relief and in conjunction with anesthesia for surgical procedures.
Bidders must meet legal qualifications, have the capacity to manufacture or import drugs, and possess Good Manufacturing Practice (GMP) certification and related quality documentation. Detailed product specifications must be submitted to the FDA as scheduled.
The bid evaluation will consider both price and other criteria, including the proposed price, technical specifications, and factors beneficial to the government, such as academic certification, GMP standards, contract compliance history with the FDA, and product complaint history.
Delivery will be in four installments from May to August 2025. The winning bidder must comply with specific conditions, including obtaining narcotics import permits, preparing labels and accompanying documents, and submitting necessary inspection documents.
