โครงการนี้มีวัตถุประสงค์เพื่อพัฒนาระบบบริการจองรถยนต์ของการนิคมอุตสาหกรรมแห่งประเทศไทย (กนอ.) ให้เป็นรูปแบบดิจิทัล, ยกระดับกระบวนการทำงานภายในองค์กร, และเพื่อให้ระบบสามารถทำงานร่วมกับระบบสำนักงานอัตโนมัติ (Office-Automation Management System : OMS) ที่ กนอ. ใช้งานอยู่ โดยผู้เสนอราคาจะต้องมีคุณสมบัติตามที่กฎหมายกำหนด, ไม่เป็นบุคคลล้มละลาย, และต้องลงทะเบียนในระบบ e-GP มีประสบการณ์ในการพัฒนาระบบสารสนเทศไม่น้อยกว่า 615,250 บาท และมีมูลค่าสุทธิของกิจการหรือวงเงินสินเชื่อตามที่กำหนด

ขอบเขตงานครอบคลุมการจัดทำหน้าจอหลัก, รายการ To Do list, ระบบรายงาน, การแจ้งเตือน, การจัดเก็บประวัติรถ, การซ่อมบำรุง, พนักงานขับรถ, อุบัติเหตุ, พรบ., ภาษี, กรมธรรม์, ค่าใช้จ่าย, การขอใช้รถส่วนกลาง, การประเมินพนักงานขับรถ, และการสรุปการใช้รถของแต่ละหน่วยงาน ระยะเวลาดำเนินการ 90 วันนับจากวันลงนามในสัญญา ด้วยงบประมาณ 1,230,500 บาท การส่งมอบงานแบ่งเป็น 3 งวดตามขั้นตอนต่างๆ ผู้รับจ้างต้องจัดบุคลากรที่มีประสบการณ์ตามตำแหน่งที่กำหนด เช่น ผู้จัดการโครงการ, นักวิเคราะห์ระบบ, นักพัฒนาโปรแกรม, และเจ้าหน้าที่ทดสอบระบบ

การประเมินข้อเสนอใช้วิธี Price Performance โดยมีเกณฑ์ด้านเทคนิคและข้อเสนออื่นๆ 80% และเกณฑ์ราคา 20% ผู้เสนอราคาต้องนำเสนอแนวคิด, วิธีการพัฒนาระบบ, และการจำลองระบบต้นแบบ (Prototype) ระบบต้องมีความปลอดภัยตามนโยบายความมั่นคงปลอดภัยสารสนเทศของ กนอ.

This project aims to develop the car booking service system of the Industrial Estate Authority of Thailand (IEAT) into a digital format, improve internal work processes, and enable the system to work with the existing Office-Automation Management System (OMS). Bidders must meet the specified qualifications, including legal requirements, financial stability, and experience in information system development.

The scope of work includes creating a main screen, to-do lists, reporting systems, notifications, vehicle history storage, maintenance, driver information, accident records, vehicle insurance, taxes, insurance policies, expenses, requests for central vehicle use, driver evaluations, and a summary of vehicle usage by each unit. The project duration is 90 days from the contract signing date, with a budget of 1,230,500 baht. The contractor must provide experienced personnel in specified positions such as project manager, system analyst, programmer, and system tester.

The evaluation criteria will use the Price Performance method, with a technical and other proposals weighting of 80% and a price weighting of 20%. Bidders must present their concepts, development methods, and a system prototype. The system must comply with IEAT’s information security policy.
