โครงการนี้มีวัตถุประสงค์เพื่อพัฒนาโครงสร้างพื้นฐานด้านการเกษตรและแหล่งน้ำเพื่อการเกษตร โดยมีกิจกรรมหลักคือการปรับปรุงเส้นทางขนส่งพืชผลทางการเกษตรสายทางแยกทางหลวง 1289 – บ้านห้วงปลาไหล ตำบลบึงนาราง, ตำบลบางลาย อำเภอบึงนาราง จังหวัดพิจิตร ระยะทาง 4.000 กิโลเมตร งานหลักประกอบด้วย:

• งานซ่อมสร้างผิวทาง: ซ่อมสร้างผิวทางแอสฟัลต์คอนกรีต (โดยวิธี PAVEMENT IN-PLACE RECYCLING) ความหนา 4.0 ซม. ผิวจราจรกว้าง 6.00 ม. ไหล่ทางกว้างข้างละ 0.00 - 1.00 ม. ระยะทาง 4.000 กิโลเมตร, ซ่อมสร้างบริเวณทางเชื่อม และเสริมผิวทางเชื่อม
• งานติดตั้งไฟฟ้าแสงสว่าง: ติดตั้งเสาไฟฟ้า กิ่งเดี่ยว สูง 9.00 ม. พร้อมกิ่ง ดวงโคม และอุปกรณ์ประกอบ, ขยายเขตไฟฟ้าและติดตั้งหม้อแปลงไฟฟ้า 30 KVA ในสองช่วงระยะทาง
  ผู้รับจ้างต้องปฏิบัติตามข้อกำหนดเกี่ยวกับการใช้วัสดุก่อสร้าง/ครุภัณฑ์ที่ผลิตภายในประเทศ โดยต้องใช้วัสดุ/ผลิตภัณฑ์ที่ผลิตภายในประเทศไม่น้อยกว่าร้อยละ 60 ของมูลค่าวัสดุก่อสร้างทั้งหมด และหากมีวัสดุเหล็ก ต้องใช้ผลิตภัณฑ์เหล็กที่ผลิตในประเทศไม่น้อยกว่าร้อยละ 90 ของปริมาณเหล็กที่ใช้

This project aims to improve agricultural infrastructure by upgrading the agricultural produce transport route, specifically along the route connecting Highway 1289 to Ban Huai Pla Lai, Bung Narang and Bang Lai Subdistricts, Bung Narang District, Phichit Province, with a total distance of 4.000 kilometers. The main tasks include:

• Road Surface Repair and Construction: Repairing and constructing an asphalt concrete surface (using PAVEMENT IN-PLACE RECYCLING method) with a thickness of 4.0 cm, a road surface width of 6.00 m, and shoulders with a width of 0.00 - 1.00 m on each side, covering a distance of 4.000 kilometers, along with repairing and reinforcing the connection areas.
• Installation of Street Lighting: Installing single-arm street light poles with a height of 9.00 m, along with arms, lamps, and related equipment, expanding the electricity grid and installing a 30 KVA transformer in two distance sections.
  The contractor must comply with the regulations on the use of domestically produced construction materials/equipment, using materials/products manufactured within the country for no less than 60 percent of the total value of construction materials. If steel materials are used, at least 90 percent of the total steel volume must be domestically produced.
