โรงพยาบาลหัวหิน จังหวัดประจวบคีรีขันธ์ มีความประสงค์จะประกวดราคาซื้อวัสดุการแพทย์ Nonwoven จำนวน 2 รายการ เพื่อใช้ในการบรรจุหีบห่ออุปกรณ์การแพทย์และเครื่องมือทางการแพทย์ รายการที่ 1 คือ Nonwoven ขนาด 50 x 50 ซม. จำนวน 110,000 แผ่น และรายการที่ 2 คือ Nonwoven ขนาด 60 x 60 ซม. จำนวน 55,000 แผ่น
วัสดุ Nonwoven ต้องมีคุณสมบัติทั่วไปคือเป็นกระดาษห่อเครื่องมือแพทย์ก่อนนำไปเข้าเครื่องทำให้ปราศจากเชื้อ ผลิตจาก Polypropylene เรียงซ้อนกัน 4 ชั้น (SMMS) แต่ละชั้นมีคุณสมบัติ Spunbond และ Meltblown เพื่อความแข็งแรงทนทาน ป้องกันน้ำ ฝุ่นละออง และแบคทีเรีย สามารถใช้กับเครื่องอบฆ่าเชื้อด้วยไอน้ำ, Ethylene Oxide (EO), Hydrogen Peroxide (Plasma) และ Formaldehyde ต้องมีคุณสมบัติตามมาตรฐานต่างๆ เช่น ป้องกันไฟฟ้าสถิต, ต้านทานการซึมผ่านของน้ำ, มีค่า pH เป็นกลาง, ผ่านมาตรฐาน ISO และ ASTM ที่เกี่ยวข้อง
ผู้เสนอราคาต้องมีคุณสมบัติตามที่กำหนด และยื่นเอกสารหลักฐานประกอบการพิจารณา เช่น หนังสือรับรองจากสำนักงานคณะกรรมการอาหารและยา (อย.), แคตตาล็อก, ตารางเปรียบเทียบคุณลักษณะเฉพาะ และต้องมีแหล่งอ้างอิงของโรงพยาบาลที่ใช้ผลิตภัณฑ์
เกณฑ์การพิจารณาคัดเลือกข้อเสนอใช้หลักเกณฑ์ราคาประกอบเกณฑ์อื่น โดยพิจารณาจากราคาที่เสนอ, ต้นทุนตลอดอายุการใช้งาน, มาตรฐานของสินค้า, บริการหลังการขาย, การประเมินผลการปฏิบัติงาน และข้อเสนอด้านเทคนิค
Hua Hin Hospital, Prachuap Khiri Khan Province, intends to procure medical Nonwoven materials via e-bidding. The project includes two items: 1) Nonwoven, size 50 x 50 cm, quantity 110,000 sheets; and 2) Nonwoven, size 60 x 60 cm, quantity 55,000 sheets.
The Nonwoven material should be suitable for wrapping medical instruments before sterilization. It must be made of 4-layer Polypropylene (SMMS) with Spunbond and Meltblown properties for strength, water resistance, dust protection, and bacteria prevention. It should be compatible with sterilization methods such as Steam, Ethylene Oxide (EO), Hydrogen Peroxide (Plasma), and Formaldehyde. The material must meet various standards, including antistatic properties, water penetration resistance, neutral pH, and relevant ISO and ASTM standards.
Bidders must meet the specified qualifications and provide supporting documents such as a certification from the Food and Drug Administration (FDA), catalogs, a comparison table of specifications, and references from hospitals using the product.
The selection criteria will be based on a combination of price and other factors, including the offered price, life-cycle cost, product standards, after-sales service, performance evaluation, and technical specifications.
