โครงการนี้เป็นการประกวดราคาอิเล็กทรอนิกส์ (Electronic Bidding: e-bidding) เพื่อจ้างก่อสร้างงานขยายทางจราจร ทางหลวงหมายเลข 2400 ตอนหนองหิน-เอราวัณ ตอน 3 ระหว่าง กม.43+185 ถึง กม.44+685 โดยแขวงทางหลวงเลยที่ 1 กรมทางหลวงมีความประสงค์จะปรับปรุงและขยายผิวทางจราจรเดิมที่แคบและชำรุดเสียหาย เพื่อเพิ่มความสะดวกและความปลอดภัยในการเดินทาง ผู้ยื่นข้อเสนอต้องมีคุณสมบัติตามที่กำหนด เช่น เป็นนิติบุคคลผู้มีอาชีพรับจ้างงานก่อสร้าง มีความสามารถทางด้านการเงิน มีโรงงานผสมแอสฟัลต์คอนกรีตที่พร้อมใช้งาน และต้องปฏิบัติตามมาตรฐานงานก่อสร้างของกรมทางหลวง ระยะเวลาในการก่อสร้างคือ 120 วัน นับถัดจากวันลงนามในสัญญา การพิจารณาคัดเลือกข้อเสนอจะใช้หลักเกณฑ์ราคา โดยพิจารณาราคารวมเป็นสำคัญ นอกจากนี้ ยังมีเงื่อนไขพิเศษสำหรับผู้ประกอบการ SMEs ที่เสนอราคาสูงกว่าราคาต่ำสุดของผู้ยื่นข้อเสนอรายอื่นไม่เกินร้อยละ 10 จะได้รับการพิจารณาเป็นพิเศษ

This project is an Electronic Bidding (e-bidding) for the construction of traffic expansion on Highway No. 2400, Nong Hin-Erawan Section 3, between km 43+185 and km 44+685. The Loei Highway District 1 aims to improve and expand the existing narrow and damaged road surface to enhance travel convenience and safety. Bidders must meet specific qualifications, such as being a legal entity engaged in construction work, having financial capability, possessing a ready-to-use asphalt concrete mixing plant, and complying with the Department of Highways’ construction standards. The construction period is 120 days from the contract signing date. The selection of bids will be based on price, with a focus on the total price. Special conditions apply to SMEs that offer prices no more than 10% higher than the lowest bid.
