โครงการนี้มีเป้าหมายเพื่อพัฒนาระบบแพลตฟอร์มดิจิทัลสำหรับการอนุมัติและอนุญาตทางอิเล็กทรอนิกส์ของ การนิคมอุตสาหกรรมแห่งประเทศไทย (กนอ.) เพื่อเพิ่มประสิทธิภาพในการให้บริการและลดระยะเวลาในการดำเนินการ โดยครอบคลุมกระบวนการต่างๆ ที่เกี่ยวข้องกับการอนุมัติและอนุญาตในนิคมอุตสาหกรรม

ขอบเขตงานรวมถึง:

• การวิเคราะห์และออกแบบกระบวนการทำงาน: วิเคราะห์กระบวนการทำงานปัจจุบัน (As-is) และออกแบบกระบวนการทำงานใหม่ (To-be)
• การออกแบบและพัฒนาแพลตฟอร์มดิจิทัล: ออกแบบและพัฒนาระบบให้รองรับกระบวนการทำงานใหม่ รวมถึงระบบสำหรับผู้ประกอบการ (Customer portal) และเจ้าหน้าที่ กนอ. (Employee portal)
• การพัฒนาส่วนงานหลัก (Core function): ระบบจัดการกระบวนการทำงาน, ระบบจัดการผู้ใช้งาน, ระบบจัดเก็บข้อมูลเชิงลึก, ระบบจัดการเอกสาร, และระบบออกใบอนุญาต
• การพัฒนาส่วนสนับสนุน (Support function): ระบบเชื่อมโยงข้อมูล (API Gateway), ระบบปัญญาประดิษฐ์ (AI/ML), ระบบแจ้งเตือน, ระบบรายงาน, ระบบคำนวณค่าบริการ, และระบบอื่นๆ
• การจัดเตรียมและโอนย้ายข้อมูล: จัดทำแผนการโอนย้ายข้อมูลและดำเนินการโอนย้ายข้อมูลจากระบบเดิม
• การจัดการระบบ Cloud: จัดหาระบบ Cloud สำหรับการทดสอบและการใช้งานจริง
• การอบรม: จัดอบรมการใช้งานสำหรับผู้บริหาร, เจ้าหน้าที่, ผู้ประกอบการ, และผู้ดูแลระบบ
• การสร้างการรับรู้และประชาสัมพันธ์: จัดทำสื่อประชาสัมพันธ์
• การสนับสนุนการใช้งาน: ให้บริการสนับสนุนการใช้งานหลังการติดตั้ง

ผู้เสนอราคาจะต้องมีคุณสมบัติตามที่กำหนดใน TOR และจะมีการประเมินข้อเสนอโดยใช้เกณฑ์ราคา (20%) และเกณฑ์ด้านเทคนิค (80%) โดยรวมถึงแผนการดำเนินงาน, การออกแบบแพลตฟอร์ม, การทดสอบเชิงปฏิบัติ, คุณสมบัติของบุคลากร, และการรับรองคุณภาพ

This project aims to develop a digital platform for electronic approval and permits for the Industrial Estate Authority of Thailand (IEAT) to improve service efficiency and reduce processing time. It covers various processes related to approvals and permits within industrial estates.

The scope of work includes:

• Business process analysis and design: Analyze existing processes (As-is) and design new processes (To-be).
• Digital platform design and development: Design and develop a system that supports new workflows, including systems for entrepreneurs (Customer portal) and IEAT officials (Employee portal).
• Core function development: Business process management system, user management system, in-depth data storage system, document management system, and license issuance system.
• Support function development: API Gateway, Artificial Intelligence (AI/ML) system, notification system, report system, service fee calculation system, and other systems.
• Data preparation and migration: Develop a data migration plan and execute data migration from the existing system.
• Cloud system management: Procure a cloud system for testing and actual use.
• Training: Provide user training for executives, officials, entrepreneurs, and system administrators.
• Awareness creation and public relations: Produce public relations materials.
• Usage support: Provide post-installation usage support.

Bidders must meet the qualifications specified in the TOR and proposals will be evaluated using price criteria (20%) and technical criteria (80%). The technical criteria include the work plan, platform design, proof of concept, personnel qualifications, and quality certifications. The project duration is 1,260 days with a budget of 97 million baht.
