การประปานครหลวง (กปน.) ได้ออกประกาศขอบเขตของงาน (TOR) สำหรับงานจ้างบริหารจัดการน้ำสูญเสีย และแรงดันของระบบท่อประธาน โดยมีวัตถุประสงค์หลักเพื่อเพิ่มประสิทธิภาพในการบริหารจัดการน้ำในพื้นที่บริการของ กปน. ซึ่งครอบคลุมระบบท่อประธานที่มีความยาวรวม 1,840.971 กิโลเมตร และมีความซับซ้อนสูง การดำเนินการนี้มีความจำเป็นอย่างยิ่ง เนื่องจากปัญหาการแตกรั่วของท่อประธาน และการสูญเสียแรงดัน ซึ่งส่งผลกระทบต่อประสิทธิภาพในการจ่ายน้ำ

ผู้ยื่นข้อเสนอจะต้องมีคุณสมบัติตามที่กฎหมายกำหนด, ไม่เป็นบุคคลล้มละลาย, ไม่เคยถูกระงับการยื่นข้อเสนอ, และต้องมีผลงานหรือหนังสือรับรองผลงานด้านการบริหารจัดการน้ำสูญเสีย และแรงดันของระบบท่อประธาน หรือ งานสำรวจท่อประธานแตกรั่ว ที่เป็นคู่สัญญาโดยตรงกับหน่วยงานของรัฐ หรือหน่วยงานเอกชนที่สามารถเชื่อถือได้ในวงเงินไม่น้อยกว่า 2,000,000 บาท (สองล้านบาทถ้วน) ผู้ยื่นข้อเสนอต้องลงทะเบียนในระบบจัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์ (e-GP) ของกรมบัญชีกลาง

ขอบเขตงานครอบคลุมงานเตรียมการ, การจัดทำรายงานเส้นทางสำรวจ, งานปิด/เปิดประตูน้ำ, งานวัดอัตราการไหล, งานวัดแรงดัน, งานสำรวจหาจุดรั่วด้วยเครื่องมือ, งานติดตั้งและถอด Multipoint Hydrophone Sensors, และการตรวจสอบยืนยันจุดรั่วโดยวิธี Coring ระยะเวลาดำเนินการนับถัดจากวันที่ได้รับหนังสือแจ้งให้เริ่มงานจนถึงวันที่ 15 กันยายน 2568 หรืองานที่ทำได้ไม่น้อยกว่าร้อยละเก้าสิบ (90%) ของวงเงินสัญญา มีวงเงินงบประมาณในการจ้าง 19,999,950 บาท (รวมภาษีมูลค่าเพิ่ม) และจะมีการจ่ายเงินเป็นงวดเดือนตามผลงานที่ทำได้จริง

The Metropolitan Waterworks Authority (MWA) has announced the Terms of Reference (TOR) for the management of water loss and pressure in the main pipeline system. The main objective is to increase the efficiency of water management within the MWA service area, covering a main pipeline system with a total length of 1,840.971 kilometers and high complexity. This is essential due to the problem of main pipeline leaks and pressure loss, which affects the efficiency of water distribution.

Bidders must meet the legal requirements, not be bankrupt, have no history of being suspended from bidding, and must have a work record or certificate of work on water loss management and main pipeline pressure or main pipeline leak survey work as a direct counterparty with a government agency or a reliable private agency for at least 2,000,000 baht (two million baht). Bidders must register in the electronic government procurement system (e-GP) of the Comptroller General’s Department.

The scope of work covers preparatory work, the preparation of survey route reports, the opening/closing of water gates, flow rate measurement, pressure measurement, leak detection with instruments, installation and removal of Multipoint Hydrophone Sensors, and leak verification by the Coring method. The duration of the project is from the date of receiving the notification to start work until September 15, 2025, or when the work done is not less than ninety percent (90%) of the contract value. The budget for this project is 19,999,950 baht (including VAT), and payments will be made monthly based on actual work performed.
