การประปานครหลวงมีความประสงค์จะจัดซื้อคลอรีนเหลวพร้อมค่าขนส่ง จำนวน 10,790 ตัน เพื่อใช้ในกระบวนการผลิตน้ำประปาของโรงงานผลิตน้ำทั้ง 4 แห่ง ได้แก่ โรงงานผลิตน้ำบางเขน โรงงานผลิตน้ำมหาสวัสดิ์ โรงงานผลิตน้ำธนบุรี และโรงงานผลิตน้ำสามเสน โดยแบ่งการส่งมอบเป็น 2 รายการ ได้แก่ รายการที่ 1 จำนวน 8,300 ตัน ส่งมอบ ณ โรงงานผลิตน้ำบางเขน และรายการที่ 2 จำนวน 2,490 ตัน ส่งมอบ ณ โรงงานผลิตน้ำมหาสวัสดิ์ (1,700 ตัน) และโรงงานผลิตน้ำสามเสนและธนบุรี (790 ตัน) ผู้ยื่นข้อเสนอสามารถเสนอราคาทั้ง 2 รายการ หรือเฉพาะรายการใดรายการหนึ่งก็ได้
ระยะเวลาสัญญา 12 เดือน นับจากวันที่ได้รับหนังสือแจ้งให้ส่งมอบ โดยจะพิจารณาตัดสินโดยใช้เกณฑ์ราคาต่ำสุด และพิจารณาจากราคาต่อรายการ ผู้ยื่นข้อเสนอต้องมีคุณสมบัติตามที่กำหนด และต้องยื่นเอกสารประกอบการพิจารณา เช่น ใบอนุญาตประกอบกิจการโรงงาน (ร.ง.4), ใบอนุญาตผลิตซึ่งยุทธภัณฑ์, ใบรับรองมาตรฐานระบบบริหารงานคุณภาพ ISO9001 และมาตรฐานระบบการจัดการสิ่งแวดล้อม ISO14001 เป็นต้น คลอรีนเหลวที่เสนอต้องมีคุณลักษณะเป็นไปตามมาตรฐานผลิตภัณฑ์อุตสาหกรรม “คลอรีนเหลว” เลขที่ มอก. 207 ฉบับปัจจุบัน และรายละเอียดคลอรีนเหลวของการประปานครหลวง เลขที่ 50-001-5 SPE และเป็นพัสดุที่ผลิตภายในประเทศ
The Metropolitan Waterworks Authority (MWA) intends to purchase 10,790 tons of liquid chlorine, including transportation costs, for use in the water production processes of its four water treatment plants: Bang Khen, Maha Sawat, Thonburi, and Sam Sen. Delivery is divided into two items: Item 1, 8,300 tons to be delivered to Bang Khen Water Treatment Plant, and Item 2, 2,490 tons to be delivered to Maha Sawat Water Treatment Plant (1,700 tons) and Sam Sen and Thonburi Water Treatment Plants (790 tons). Bidders may submit bids for both items or either item.
The contract period is 12 months from the date of the delivery notice. The decision will be based on the lowest price criterion and will be considered on a per-item basis. Bidders must meet the specified qualifications and submit supporting documents such as a factory operating license (R.Ng.4), a munitions manufacturing license, ISO9001 quality management system certification, and ISO14001 environmental management system standards. The liquid chlorine offered must comply with the current version of the industrial product standard “Liquid Chlorine” No. TIS 207, and the MWA’s liquid chlorine specification No. 50-001-5 SPE, and must be a domestically produced item.
