เอกสารนี้สรุปขอบเขตงาน (TOR) สำหรับโครงการจ้างผลิตภาพยนตร์โฆษณาภายใต้โครงการ “สูงวัยให้พร้อมต้องเตรียมก่อน 40” ประจำปี 2568 ของสำนักงานกองทุนสนับสนุนการสร้างเสริมสุขภาพ (สสส.) โดยมีวัตถุประสงค์หลักเพื่อสร้างความตระหนักให้กลุ่มเป้าหมายเห็นความสำคัญของวัย 40 ปีว่าเป็นจุดเปลี่ยนสำคัญของการเป็นผู้สูงวัยที่มีคุณภาพ และให้แนวทางเบื้องต้นเพื่อสร้างแรงบันดาลใจให้ประชาชนปรับเปลี่ยนพฤติกรรม กลุ่มเป้าหมายคือผู้ที่อยู่ในวัยก่อนหรือกำลังเข้าสู่วัย 40 ปีขึ้นไป และบุคคลทั่วไปที่สนใจในการเตรียมตัวสู่สังคมสูงวัย ผู้รับจ้างจะต้องผลิตภาพยนตร์โฆษณาภายใต้แนวคิดหลักที่กำหนด จำนวนอย่างน้อย 3 ชิ้นงานสำหรับสื่อโทรทัศน์ และสื่อดิจิทัลหลายรูปแบบ, รวมถึงสื่อโฆษณาภาพเคลื่อนไหวบนป้ายกลางแจ้ง, TikTok และสื่อจอแนวตั้ง ผู้รับจ้างต้องรับผิดชอบค่าลิขสิทธิ์และทรัพย์สินทางปัญญาที่เกี่ยวข้องทั้งหมด การประเมินข้อเสนอจะใช้เกณฑ์ “ค่าประสิทธิภาพต่อราคา” (Price Performance) โดยพิจารณาจากราคา, ประสบการณ์การทำงานของผู้กำกับ, การพัฒนาแนวคิดสร้างสรรค์เพื่อการผลิต, ข้อเสนอด้านเทคนิค, และประวัติผลงานของบริษัท/ผู้เสนอแผนงาน

This document summarizes the Terms of Reference (TOR) for the production of advertising films under the “Ready for Senior Years, Prepare Before 40” project for the year 2568 by the Thai Health Promotion Foundation (ThaiHealth). The main objectives are to raise awareness among the target audience of the importance of age 40 as a critical turning point for becoming a quality senior citizen and to provide initial guidance to inspire the public to change their behaviors. The target audience includes those who are before or are entering the age of 40 and general people interested in preparing for an aging society. The contractor must produce advertising films under the main concept, a minimum of 3 pieces for television and digital media in various formats, including moving advertisements on billboards, TikTok, and vertical screens. The contractor is responsible for all related copyright and intellectual property. The evaluation of proposals will use the “Price Performance” criteria, considering price, the director’s work experience, the development of creative ideas for production, technical proposals, and the company/proposer’s work history.
