โครงการนี้เป็นการจัดซื้อ Ferrous ground rod จำนวน 22,000 อัน มีรายละเอียดคุณลักษณะเฉพาะตามที่กำหนดใน TOR คือ ต้องมีความยาว 240 ซม. ปลายด้านแหลมทํามุม 60 องศา ทำจากเหล็กเส้นกลม มีคุณสมบัติตาม มอก. 20-2559 หรือฉบับใหม่กว่า และชุบสังกะสีโดยวิธี Hot dip galvanized ตามมาตรฐาน ASTM A153/A153M ผู้เสนอราคาต้องระบุรายละเอียดของผู้ผลิต, ประเทศผู้ผลิต, เครื่องหมายหรือสัญลักษณ์ของผู้ผลิต, และชื่อผู้ผลิตเหล็กเส้นกลมให้ชัดเจน พร้อมแนบเอกสารที่เกี่ยวข้อง เช่น แคตตาล็อก, ใบอนุญาตการผลิต/นำเข้า, และเอกสารยืนยันแหล่งผลิตในประเทศไทย
กำหนดการส่งมอบแบ่งเป็น 2 งวด: งวดแรก 9,000 อัน ภายใน 90 วัน นับจากวันลงนามในสัญญา และงวดที่สอง 13,000 อัน ภายใน 180-210 วัน นับจากวันลงนามในสัญญา การพิจารณาผลการเสนอราคาจะใช้หลักเกณฑ์ราคา โดยราคาที่เสนอต้องไม่เกินราคากลางที่ประกาศไว้ การไฟฟ้านครหลวงจะพิจารณาเฉพาะพัสดุที่ผลิตในประเทศไทยเท่านั้น ผู้ชนะการประกวดราคาต้องรับประกันความชำรุดบกพร่องของสิ่งของเป็นระยะเวลาไม่น้อยกว่า 1 ปี
This project involves the procurement of 22,000 Ferrous ground rods, each 240 cm long. The rods must meet TIS 20-2559 standards (or the latest version), be made of steel round bar, and be hot-dip galvanized according to ASTM A153/A153M standards. Bidders must specify the manufacturer, country of origin, manufacturer’s mark/symbol, and the name of the steel round bar manufacturer. Supporting documents such as catalogs, import/manufacturing licenses, and proof of Thai origin are required.
Delivery is divided into two phases: the first phase of 9,000 units within 90 days from the contract signing date, and the second phase of 13,000 units within 180-210 days from the contract signing date. The evaluation will be based on price, which must not exceed the announced median price. MEA will consider products manufactured in Thailand only. The winning bidder must guarantee against defects for a period of at least 1 year.
