เอกสารนี้เป็นร่างขอบเขตของงาน (TOR) สำหรับโครงการจ้างปรับปรุงระบบไฟส่องสว่างแนวรั้วพื้นที่เขตการบินของท่าอากาศยานนครศรีธรรมราช โครงการนี้มีวัตถุประสงค์หลักเพื่อปรับปรุงระบบไฟส่องสว่างเดิมให้สามารถใช้งานได้อย่างมีประสิทธิภาพ และเพื่อให้เป็นไปตามมาตรฐานความปลอดภัยสำหรับพื้นที่การบินตามข้อกำหนดของสำนักงานการบินพลเรือนแห่งประเทศไทย (กพท.) ผู้ยื่นข้อเสนอจะต้องมีคุณสมบัติตามที่กฎหมายกำหนด เช่น มีความสามารถตามกฎหมาย ไม่เป็นบุคคลล้มละลาย และต้องเป็นนิติบุคคลที่มีอาชีพรับจ้างงานที่เกี่ยวข้องกับการประกวดราคาอิเล็กทรอนิกส์ นอกจากนี้ ผู้ยื่นข้อเสนอจะต้องมีประสบการณ์ในการขายพร้อมติดตั้งหรือปรับปรุงระบบไฟส่องสว่างในพื้นที่เขตการบิน โดยมีวงเงินไม่น้อยกว่า 2,340,000 บาทต่อหนึ่งสัญญา และมีผลงานที่เป็นคู่สัญญากับหน่วยงานราชการหรือหน่วยงานอื่นที่เกี่ยวข้อง โครงการนี้ครอบคลุมการเปลี่ยนอุปกรณ์ที่ชำรุดและเสื่อมสภาพ รวมถึงปรับปรุงระบบสื่อสารและโปรแกรมบริหารจัดการ โดยอุปกรณ์หลักที่ใช้ ได้แก่ โคมไฟส่องสว่าง LED, แผงเซลล์แสงอาทิตย์, อุปกรณ์ควบคุมการเก็บและคายประจุ พร้อมแบตเตอรี่ และอุปกรณ์กระจายสัญญาณพร้อมโปรแกรมบริหารจัดการ ระยะเวลาการส่งมอบงานทั้งหมดคือ 150 วันนับจากวันลงนามในสัญญา การประเมินผลการเสนอราคาจะพิจารณาจากเกณฑ์ราคา (Price) โดยพิจารณาราคารวมจากผู้ที่เสนอราคาต่ำสุดที่ผ่านการพิจารณาคุณสมบัติและรายละเอียดทางเทคนิค

This document outlines the Terms of Reference (TOR) for the project to renovate the perimeter lighting system at Nakhon Si Thammarat Airport. The main objectives of this project are to upgrade the existing lighting system for efficient operation and to comply with the safety standards for aviation areas as per the requirements of the Civil Aviation Authority of Thailand (CAAT). Bidders must meet the legal qualifications, such as having the legal capacity, not being bankrupt, and being a juristic person engaged in the e-bidding business. In addition, bidders must have experience in the sale and installation or renovation of lighting systems in the aviation area, with a contract value of no less than THB 2,340,000 per contract, and have a record of work directly with government agencies or related organizations. This project covers the replacement of defective and deteriorated equipment, as well as the improvement of communication systems and management software. The main equipment used includes LED lighting, solar panels, charge controllers with batteries, and signal distribution equipment with management software. The project delivery time is 150 days from the date of contract signing. The bid evaluation will be based on the price criterion, considering the total price from the lowest bidder who has passed the qualification and technical details review.
