กรมเจ้าท่ามีความประสงค์จะจ้างผลิตหนังสือคนประจำเรือ (SEAMAN BOOK) และหนังสือคนประจำเรือประมง (SEAMAN BOOK FOR FISHING VESSEL) จำนวน 6,000 เล่ม โดยมีคุณสมบัติเป็นหนังสือแสดงตนคนประจำเรือ (Seafarers’ Identity Document - SID) ที่มีเทคโนโลยีป้องกันการปลอมแปลงและมี Chip RFID (Radio frequency identification) เพื่อบันทึกข้อมูลของผู้ถือหนังสือ โครงการนี้สอดคล้องกับนโยบาย “ประเทศไทย 4.0” และอนุสัญญา SID

ผู้รับจ้างจะต้องจัดทำระบบรับข้อมูลจากกรมเจ้าท่าเพื่อนำไปพิมพ์และบันทึกลงใน Chip RFID, มีระบบตรวจสอบความสมบูรณ์ของข้อมูล, จัดทำรายงานสรุปข้อมูลประจำวัน, พิมพ์ข้อมูลลงในหนังสือ, บันทึกข้อมูลลงใน RFID Tag, แปลงข้อมูลเป็นรูปแบบ Machine-Readable Zone (MRZ) และมีระบบแจ้งการส่งมอบหนังสือ

ระยะเวลาในการดำเนินงานทั้งหมด 270 วัน นับจากวันลงนามในสัญญา โดยมีการแบ่งจ่ายเป็น 2 งวด งวดแรก 50% เมื่อส่งมอบหนังสือ 3,000 เล่ม และงวดที่สอง 50% เมื่อส่งมอบหนังสืออีก 3,000 เล่ม งบประมาณในการจัดจ้างอยู่ที่ 3,000,000 บาท

The Marine Department is inviting bids for the production of electronic seaman books (SEAMAN BOOK) and fishing vessel seaman books (SEAMAN BOOK FOR FISHING VESSEL), totaling 6,000 copies, equipped with RFID technology. These books will serve as Seafarers’ Identity Documents (SID) and will incorporate anti-counterfeiting measures and RFID chips for data storage. The project aligns with the “Thailand 4.0” policy and the SID convention.

The contractor will be responsible for developing a system to receive data from the Marine Department, printing and encoding data onto RFID chips, verifying data completeness, generating daily data reports, printing data onto the books, recording data on RFID Tags, converting data into Machine-Readable Zone (MRZ) format, and notifying of book deliveries.

The project duration is 270 days from the contract signing date, with payments divided into two installments: 50% upon delivery of 3,000 books and 50% upon delivery of the remaining 3,000 books. The budget for this procurement is 3,000,000 baht.
