• จัดซื้อ Current Transformer ขนาด 24 kV เพื่อใช้งานในการไฟฟ้านครหลวง

• จัดหาและส่งมอบ Current Transformer (CT) ขนาด 24 kV แบบติดตั้งภายในอาคาร (indoor type) single ratio 25/5 A จำนวน 20 ชุด ให้เป็นไปตาม SPECIFICATION NO. 502 (03-2020)

502A Scope
This specification describes the requirements with which the manufacturer shall comply in order to supply the instrument transformers to the Metropolitan Electricity Authority (MEA).
502B Site and Service Conditions
The instrument transformers shall be installed in the Bangkok Metropolis, Thailand. The service conditions are as follows: -
a) Altitude : approximately mean sea level.
b) Maximum ambient temperature : 40oC.
c) Average ambient temperature in any one year : 30oC.
d) Average relative humidity in any one year : 79%.
e) Average maximum relative humidity in any one year : 94%.
The instrument transformers shall be suitable for use in tropical climatic area and shall be capable of operating at full ratings in the service conditions mentioned above.
502C Reference Standard
Except otherwise specified elsewhere in the specification, the instrument transformers required by MEA shall be manufactured and tested in conformity with the standard listed below :
International Electrotechnical Commission (IEC)
Publication IEC 60044-1 (1996) : Current Transformers
Publication IEC 60044-2 (1997) : Voltage Transformers Note

1. Transformer tested in accordance with the later standard is also accepted. 2. Transformer tested in accordance with older version (or draft version) of the above standards is also accepted provided that the test report is conformed to standard and year mentioned above.

   If there are any minor parts deviated from the standard, they shall be clearly mentioned in the “DEVIATION FROM MEA’S SPECIFICATION FORM” attached herewith.
   The instrument transformers conforming to other national standards having similar characteristics and providing equal performance and/or quality to that specified may be proposed. In this case the complete ENGLISH language copies of the standards shall be submitted with the quotation, otherwise such offer may not be considered.
   502D Blank
   502E Test, Inspection and Test Report
   502E1 The proposed instrument transformers shall have successfully passed all the type tests or design tests in accordance with the applicable standards. The test reports of the proposed instrument transformers are required. Test reports of identical units are acceptable.
   Except otherwise specified elsewhere in the specification, all test reports shall be attached to the bid. Otherwise MEA will not consider such offer.
   502E2 Standard factory tests shall be made in accordance with routine tests stated in the reference standard and they shall be performed in accordance with the procedure specified. If any tests require the agreement between the purchaser and the manufacturer, the test method shall be proposed by the manufacturer and approved by MEA before such tests can be proceeded.
   Each rating of instrument transformers shall be tested consisting of at least the following : -

502E3 MEA reserves the right to send the representatives at his expense to inspect and witness tests of material and equipment during manufacturing, at the time of shipment or at any time he deems necessary. The supplier shall provide free access to the facilities where the equipment is being manufactured and shall satisfy the representatives that the material and equipment are in accordance with this specification and the purchase contract.
502E4 Prior to the shipment of the instrument transformer from the factory, the supplier shall airmail to MEA the complete and certified reports of all tests made in 6 (six) copies. The test report shall contain all data required for their complete understanding such as; diagrams, methods, instruments, constants and values used in the tests and the results obtained. If MEA has his own inspector, the inspector himself shall certify all the above test reports and submit to MEA.
502E5 The manufacturer may submit the type test report of the same type current transformer which has the higher ratio and equal rated voltage for the proposed current transformer for MEA consideration on condition that the value of current density and ampere turn of primary winding of proposed current transformer shall not be more than current transformer of the submitted test report.

In this case, the bidder shall submit the additional information of the proposed and tested current transformer as follow:-

• primary winding size and detail.
• current density of primary winding.
• ampere turn of primary winding.
• the necessary information in order to prove that the type test report can prove the performance of the proposed current transformer.
  502E6 After the instrument transformers have delivered in each lot, MEA will sample the instrument transformers 2 (two) percent but not less than 2 (two) units/lot for acceptance test according to the following items :-
  a) Dimensions measurement.
  b) Power frequency withstand test on primary winding (separate source and induced voltage withstand test).
  c) Power frequency withstand test between section and on secondary winding. d) Accuracy test.
  e) Polarity check.
  If at least 1 (one) sample fails the testing criteria as specified, MEA shall reject all items in the lot. The supplier shall resend the new products with the report showing the improvement process and cause analysis or the revised products with the report showing details of revision and cause analysis. The supplier shall also be responsible for all expenses of the new acceptance test.
  502F Drawings and Instructions
  502F1 Supplier shall furnish 6 (six) copies each of the following items, at least 30 (thirty) days prior to the shipment of the equipment: -
  a) Dimensional drawing of the instrument transformer and other necessary accessories for complete installation.
  b) Installation and operating instructions.
  c) Nameplate drawings.
  d) Complete part lists.

  502F2 All drawings and instructions shall be in ENGLISH. Information on drawing shall be engineering lettering. Instruction manual shall be machine printed or typed.
  502F3 All measurements and quantities shall be expressed in the unit of METRIC SYSTEM. If they are expressed in other system, the metric equivalent shall also be shown.
  502G Ratings and Features
  The instrument transformers shall have the following operating characteristics.
  502G1 The instrument transformer shall be indoor type and shall have the following rating.

  Note For dual ratio, the rating shall be based on the

• Rated output 25 VA at accuracy class 0.5 shall be available in case of applying 12,000/120 V ratio.
  502H General Requirements
  502H1 The instrument transformer shall be indoor type for metering purpose.
  502H2 The instrument transformer is subjected to be mounted in the cubicle at any desired position.
  502H3 The cores and windings of the instrument transformer shall be molded in cycloaliphatic epoxy resin.
  502H4 The 24 kV current transformer shall be single phase for connecting on 12 kV or 24 kV line, 3 phase 50 Hz grounded neutral system. A secondary short circuit link or switch shall be located between the secondary terminal studs. The dimensions shall not be more than as shown in dwg no.191107, otherwise MEA will not consider such offer.
  502H5 The 24 kV voltage transformer shall be single phase with two insulated poles for line to line connecting on 12 kV or 24 kV line, 3 phase 50 Hz grounded neutral system. The dimensions shall not be more than as shown in dwg no. 191107, otherwise MEA will not consider such offer.

  502H6 Polarity mark, being an integral part of the transformer shall be permanent and not obliterated.
  502H7 The transformer nameplate shall be permanently secured to the transformer secondary box, such that it cannot be removed. The nameplate shall locate in the position as shown in dwg. no. 191107 and carry at least the following
  markings
  a) Manufacturer’s name.
  b) Year of manufacture and a serial number or a type designation.
  c) Rated frequency.
  d) Highest voltage of equipment.
  e) Rated insulation level.
  f) Temperature category.
  g) Mass in kg.
  h) Purchase Contract Number.
  502H8 Secondary terminals shall be in the compartment at the bottom level of the transformer, the cover the compartment shall be drilled to accommodate the seal wire. The compartment shall have two opening for 1-inch conduit
  connection
  502I Additional Requirement for Packing
  If any parts are packed in the cartons for containerized shipment, the cartons shall be arranged into pallets so as to facilitate their movement by forklift trucks.
  The cartons are preferred to be marked with rated voltage and transformation ratio.

หากข้อกำหนดของรายละเอียดคุณลักษณะเฉพาะของพัสดุที่จัดซื้อจัดจ้างมีรายละเอียดขัดหรือ แย้งกับข้อกำหนดของเงื่อนไขเพิ่มเติมนี้ ให้ใช้ข้อกำหนดของเงื่อนไขเพิ่มเติมนี้แทน

1. นโยบายด้านสิทธิมนุษยชน

2. การยื่นเอกสารข้อเสนอ
   ผู้ยื่นข้อเสนอจะต้องยื่นเอกสารตามช่องทางที่การไฟฟ้านครหลวงกำหนดให้ครบถ้วนถูกต้อง โดยเอกสารที่ยื่นให้การไฟฟ้านครหลวงจะต้องจัดทำเป็นภาษาไทยหรือภาษาอังกฤษเท่านั้น หากจัดทำเป็นภาษาอื่น การไฟฟ้านครหลวงจะไม่รับพิจารณา
   2.1 ผู้ยื่นข้อเสนอต้องเสนอพัสดุเพียงยี่ห้อ รุ่น ชื่อผู้ผลิต และประเทศผู้ผลิตเดียวของแต่ละ รายการในตารางรายละเอียดคุณลักษณะเฉพาะของพัสดุที่จัดซื้อจัดจ้าง หากเสนอพัสดุมากกว่าหนึ่งยี่ห้อ รุ่น ชื่อผู้ผลิต และประเทศผู้ผลิต การไฟฟ้านครหลวงจะไม่รับพิจารณาข้อเสนอ โดยผู้ยื่นข้อเสนอจะต้องกรอกยี่ห้อ รุ่น ชื่อผู้ผลิต และประเทศผู้ผลิตลงในตารางรายละเอียดคุณลักษณะเฉพาะของพัสดุที่จัดซื้อจัดจ้างด้วยวิธีประกวด ราคาอิเล็กทรอนิกส์ (e-bidding) ให้ครบถ้วน และแนบไฟล์เอกสารดังกล่าวตามบัญชีเอกสารส่วนที่ 2 มาใน ระบบจัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์
   2.2 ผู้ยื่นข้อเสนอจะต้องกรอกข้อมูลลงในแบบฟอร์มข้อเสนอทางด้านเทคนิค (Technical Proposal) ให้ครบถ้วน ถูกต้อง และดำเนินการแนบไฟล์เอกสารดังกล่าวตามบัญชีเอกสารส่วนที่ 2 มาในระบบ จัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์ มิฉะนั้นจะไม่ได้รับการพิจารณา
   2.3 ในกรณีที่พัสดุที่เสนอมีรายละเอียดแตกต่างจากข้อกำหนดรายละเอียดของการไฟฟ้า นครหลวง ผู้ยื่นข้อเสนอจะต้องกรอกข้อมูลลงในแบบฟอร์มข้อเสนอที่แตกต่างจากข้อกำหนดของการไฟฟ้า นครหลวง (DEVIATION FROM MEA’S SPECIFICATION FORM) และดำเนินการแนบไฟล์เอกสารดังกล่าว ตามบัญชีเอกสารส่วนที่ 2 มาในระบบจัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์ด้วย
   2.4 ผู้ยื่นข้อเสนอจะต้องแนบรายงานผลการทดสอบ (Type test report) ตาม
   SPECIFICATION NO. 502 (03-2020) ข้อ 502E1 มาให้การไฟฟ้านครหลวงพิจารณา โดยผู้ยื่นข้อเสนอต้อง ดำเนินการแนบไฟล์เอกสารดังกล่าวตามบัญชีเอกสารส่วนที่ 2 มาในระบบจัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์ มิฉะนั้นจะไม่ได้รับการพิจารณา
   สำหรับพัสดุจากผู้ผลิตและรุ่นที่การไฟฟ้านครหลวงเคยใช้งาน หรือเป็นพัสดุที่เคยได้รับ
   การพิจารณาว่าเป็นพัสดุที่มีรายละเอียดถูกต้องตามข้อกำหนดรายละเอียดที่อ้างอิงในการจัดซื้อครั้งนี้ หรือเป็น พัสดุที่อยู่ใน Short list ของการไฟฟ้านครหลวง ไม่จำเป็นต้องส่งรายงานผลการทดสอบดังที่กล่าวไว้ตามข้างต้น
   2.5 ผู้ยื่นข้อเสนอจะต้องเป็นผู้ผลิต หรือเป็นตัวแทนจำหน่ายที่ได้รับการแต่งตั้งจากผู้ผลิต
   สำหรับผลิตภัณฑ์ที่เสนอ หากผู้ยื่นข้อเสนอเป็นตัวแทนจำหน่ายจะต้องแนบหนังสือการแต่งตั้งตัวแทนจำหน่าย จากผู้ผลิตไปพร้อมเอกสารการเสนอราคา โดยผู้ยื่นข้อเสนอต้องดำเนินการแนบไฟล์เอกสารดังกล่าวตามบัญชี เอกสารส่วนที่ 2 มาในระบบจัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์

   2.6 การไฟฟ้านครหลวงจะพิจารณาเฉพาะพัสดุที่ผลิตในประเทศไทย โดยผู้ยื่นข้อเสนอจะต้อง แนบหลักฐานเอกสารที่ยืนยันว่าพัสดุที่เสนอผลิตในประเทศไทยมาเพื่อประกอบการพิจารณา โดยผู้ยื่นข้อเสนอ จะต้องดำเนินการแนบไฟล์เอกสารดังกล่าวตามบัญชีเอกสารส่วนที่ 2 มาในระบบจัดซื้อจัดจ้างภาครัฐด้วย อิเล็กทรอนิกส์
   ทั้งนี้ หากผู้ยื่นข้อเสนอไม่ได้ดำเนินการส่งเอกสารตามช่องทางที่การไฟฟ้านครหลวงกำหนดอย่าง ครบถ้วนถูกต้องในส่วนที่เป็นสาระสำคัญ การไฟฟ้านครหลวงจะไม่รับพิจารณา
3. ตัวอย่าง
   ผู้ยื่นข้อเสนอที่เสนอพัสดุที่การไฟฟ้านครหลวงยังไม่เคยใช้งาน หรือพัสดุที่การไฟฟ้านครหลวง เคยใช้งานแล้วมีปัญหาด้านคุณภาพ หรือมีปัญหาการใช้งาน และยังไม่ได้รับการแก้ไขจนเป็นที่ยอมรับจาก การไฟฟ้านครหลวง หรือเป็นพัสดุที่ยังไม่เคยได้รับการพิจารณาว่าเป็นพัสดุที่มีรายละเอียดถูกต้องตามรายละเอียด ข้อกำหนดที่อ้างอิงในการจัดซื้อครั้งนี้ หรือเป็นพัสดุรุ่นที่ไม่ได้อยู่ใน Short list ของการไฟฟ้านครหลวงต้องส่ง ตัวอย่างให้การไฟฟ้านครหลวง จำนวน 5 ชุด (เพื่อทำการตรวจสอบว่ามีคุณสมบัติเป็นไปตาม SPECIFICATION NO. 502 (03-2020) INDOOR TYPE INSTRUMENT TRANSFORMERS (FOR METERING PURPOSE)) ในวันทำการถัดจากวันเสนอราคา มิฉะนั้นจะไม่ได้รับการพิจารณา
   เมื่อการไฟฟ้านครหลวงได้พิจารณาตัวอย่างพัสดุของผู้ยื่นข้อเสนอเสร็จสิ้นแล้ว การไฟฟ้านครหลวง จะแจ้งให้ผู้ยื่นข้อเสนอมารับตัวอย่างพัสดุคืนภายใน 15 วัน นับถัดจากวันที่ผู้ยื่นข้อเสนอได้รับแจ้งจากการไฟฟ้า นครหลวง หากไม่มารับตัวอย่างพัสดุคืนในกำหนดเวลาดังกล่าว ถือว่าผู้ยื่นข้อเสนอยินยอมให้ตัวอย่างพัสดุนั้น ตกเป็นสิทธิของการไฟฟ้านครหลวง และสามารถที่จะดำเนินการใด ๆ ตามที่เห็นสมควรได้ โดยผู้ยื่นข้อเสนอไม่มี สิทธิเรียกร้องค่าเสียหายใด ๆ ทั้งสิ้น
   ทั้งนี้การไฟฟ้านครหลวงมีสิทธิ์ที่จะคืนตัวอย่างไม่ครบจำนวน หากนำพัสดุตัวอย่างไปทดสอบ ตัวอย่างแล้วเกิดความเสียหายกับตัวอย่าง โดยผู้ยื่นข้อเสนอไม่มีสิทธิเรียกร้องค่าเสียหายจากการไฟฟ้านครหลวง จากเหตุดังกล่าวข้างต้น
4. การตรวจสอบการผลิต
   การไฟฟ้านครหลวงมีสิทธิ์ที่จะตรวจสอบการผลิตโดยเจ้าหน้าที่ของการไฟฟ้านครหลวง
   ซึ่งผู้ชนะการประกวดราคาอิเล็กทรอนิกส์จะต้องนำส่งแผนการผลิต (schedule) รายการสั่งซื้อวัตถุดิบ และ อุปกรณ์ประกอบ ให้การไฟฟ้านครหลวงภายใน 15 วันนับถัดจากลงนามในสัญญา และการไฟฟ้านครหลวงมีสิทธิ์ ที่จะเชิญผู้เชี่ยวชาญภายนอกมาร่วมตรวจสอบการผลิตตามความจำเป็นโดยแจ้งให้ผู้ชนะการประกวดราคา อิเล็กทรอนิกส์ทราบล่วงหน้าก่อน
   ทั้งนี้หากตรวจสอบการผลิตแล้วพบว่า การผลิตไม่ถูกต้องตามข้อกำหนดของการไฟฟ้านครหลวง เจ้าหน้าที่ของการไฟฟ้านครหลวงจะแจ้งให้ผู้ชนะการประกวดราคาอิเล็กทรอนิกส์รับทราบเป็นลายลักษณ์อักษร และให้ผู้ชนะการประกวดราคาอิเล็กทรอนิกส์ชี้แจงการแก้ไขเป็นลายลักษณ์อักษรแก่การไฟฟ้านครหลวงทราบ ด้วยเช่นกัน โดยผู้ชนะการประกวดราคาอิเล็กทรอนิกส์ต้องแก้ไขให้เสร็จก่อนการส่งมอบและหากผลิตภัณฑ์ที่ได้ ส่งมอบให้การไฟฟ้านครหลวงหลังจากผ่านการตรวจสอบการผลิตในครั้งแรกแล้ว พบว่ามีความชำรุด ขัดข้อง บกพร่องทำงานไม่ถูกต้องตามข้อกำหนด ฯ หรือไม่ผ่านการทดสอบตรวจรับในงวดใด ๆ เจ้าหน้าที่ของการไฟฟ้า นครหลวงจะพิจารณาเพิ่มการตรวจสอบการผลิต ก่อนการส่งมอบในงวดถัดไป (ถ้ามี) อีกครั้งตามความจำเป็น โดยระยะเวลาที่ล่าช้าเนื่องจากการระงับการผลิตผู้ชนะการประกวดราคาอิเล็กทรอนิกส์จะไม่สามารถนำมาอ้างใน การขยายเวลาส่งมอบได้

5. การรับประกันความชำรุดบกพร่อง
   ผู้ชนะการประกวดราคาอิเล็กทรอนิกส์จะต้องรับประกันความชำรุดบกพร่องของสิ่งของ
   ภายในระยะเวลาไม่น้อยกว่า 1 ปี นับถัดจากวันที่การไฟฟ้านครหลวงได้รับมอบสิ่งของครบถ้วนถูกต้องตามสัญญา ในกรณีที่ผู้ยื่นข้อเสนอไม่แจ้งไว้ จะถือว่ารับประกันความชำรุดบกพร่องของสิ่งของเป็นระยะเวลา 1 ปี นับถัดจาก วันที่การไฟฟ้านครหลวงได้รับมอบสิ่งของครบถ้วนถูกต้องตามสัญญา
   ภายในกำหนดระยะเวลารับประกันความชำรุดบกพร่อง หากการไฟฟ้านครหลวงนำ CT หรือ VT ไปใช้งานตามปกติแล้วปรากฏว่า ชำรุด ขัดข้อง บกพร่อง หรือ CT หรือ VT ทำงานไม่ถูกต้องตามคุณสมบัติที่ กำหนด ผู้ชนะการประกวดราคาอิเล็กทรอนิกส์จะต้องจัดการซ่อมแซม หรือแก้ไขให้อยู่ในสภาพที่ใช้การได้ดีดังเดิม โดยเร็ว หรือนำสิ่งของมาเปลี่ยนให้ใหม่ ภายใน 60 วัน นับถัดจากวันที่ได้รับแจ้งจากการไฟฟ้านครหลวง และหาก ความชำรุดบกพร่องหรือขัดข้องหรือมีคุณสมบัติไม่ถูกต้องดังกล่าว เกิดจากกการผลิตสิ่งของที่ส่งมอบโดยใช้วัสดุ คุณภาพต่ำ หรือการออกแบบที่ไม่ดี ผู้ชนะการประกวดราคาอิเล็กทรอนิกส์จะต้องเปลี่ยนสิ่งของที่ส่งมอบตาม สัญญาทั้งหมดให้แก่การไฟฟ้านครหลวงโดยไม่คิดค่าใช้จ่ายใด ๆ ทั้งสิ้นและผู้ชนะการประกวดราคาอิเล็กทรอนิกส์ ยินยอมชดเชยค่าใช้จ่ายของการไฟฟ้านครหลวงในการดำเนินการติดตั้งและรื้อถอน CT หรือ VT นั้น โดยมี ค่าใช้จ่ายชุดละ 5,000.00 บาท พร้อมทั้งยินยอมรับผิดชอบค่าเสียหายกรณีที่มีความเสียหายเกิดขึ้นแก่บุคคลอื่น หรือทรัพย์สินของบุคคลอื่น รวมถึงค่าเสียหายอื่นที่อาจเกิดขึ้นอันสืบเนื่องมาจากการชำรุด ขัดข้อง บกพร่องของ CT หรือ VT นั้น และผู้ชนะการประกวดราคาอิเล็กทรอนิกส์ยินยอมขยายระยะเวลารับประกันความชำรุดบกพร่อง CT หรือ VT ที่ชำรุด ขัดข้อง บกพร่องออกไปอีกเท่ากับระยะเวลาที่เสียไปในการนำ CT หรือ VT มาเปลี่ยนให้ใหม่ หรือ เท่ากับระยะเวลาที่เสียไปในการแก้ไขให้มีสภาพใช้งานได้ดีดังเดิม โดยนับตั้งแต่วันที่ผู้ชนะการประกวดราคา อิเล็กทรอนิกส์ได้รับแจ้งเหตุการชำรุดขัดข้อง บกพร่อง ดังกล่าวจากการไฟฟ้านครหลวงจนถึงวันที่ผู้ชนะการ ประกวดราคาอิเล็กทรอนิกส์นำ CT หรือ VT มาเปลี่ยนให้ใหม่ หรือนำ CT หรือ VT ที่แก้ไข ให้มีสภาพใช้งานได้ดี ดังเดิมมาเปลี่ยนให้ใหม่
   หากจำนวนของ CT หรือ VT ในวรรค 2 ชำรุด ขัดข้อง บกพร่อง เกินร้อยละ 2 ของจำนวน CT หรือ VT ที่สั่งซื้อ หรือมากกว่า 2 ชุด ในกรณีที่จำนวนการสั่งซื้อไม่เกิน 100 ชุด ผู้ชนะการประกวดราคา อิเล็กทรอนิกส์จะต้องขยายระยะเวลารับประกันคุณภาพออกไปอีก 1 ปี นับถัดจากวันสิ้นสุดระยะเวลารับประกันเดิม
