เทศบาลตำบลหลุมดินมีความประสงค์จะดำเนินการก่อสร้างถนนคอนกรีตเสริมเหล็ก (คสล.) สายหนองปลากราย หมู่ที่ 4 ตำบลหลุมดิน อำเภอเมือง จังหวัดราชบุรี ด้วยวิธีประกวดราคาอิเล็กทรอนิกส์ (e-bidding) โดยมีวัตถุประสงค์หลักเพื่อเพิ่มความสะดวกสบายและความปลอดภัยในการเดินทางของประชาชนผู้ใช้เส้นทาง และเพื่อยกระดับคุณภาพชีวิตของประชาชนในพื้นที่ โครงการนี้ครอบคลุมงานก่อสร้างถนน คสล. ขนาดความกว้าง 6.00 เมตร ระยะทางยาว 300 เมตร และมีความหนา 0.15 เมตร หรือมีพื้นที่รวมไม่น้อยกว่า 1,800 ตารางเมตร ผู้เสนอราคาจะต้องมีคุณสมบัติตามที่กฎหมายกำหนด เช่น มีความสามารถตามกฎหมาย, ไม่เป็นบุคคลล้มละลาย, ไม่ถูกระงับการยื่นข้อเสนอ, และมีคุณสมบัติอื่นๆ ตามที่คณะกรรมการนโยบายการจัดซื้อจัดจ้างภาครัฐกำหนด รวมถึงต้องเป็นนิติบุคคลที่มีอาชีพรับจ้างงานก่อสร้างประเภทดังกล่าว นอกจากนี้ ผู้เสนอราคาจะต้องมีผลงานก่อสร้างที่เกี่ยวข้องกับงานที่ประกวดราคา โดยมีมูลค่าผลงานไม่เกินร้อยละ 50 ของวงเงินงบประมาณ และเป็นผลงานที่เป็นคู่สัญญากับหน่วยงานราชการ รัฐวิสาหกิจ หรือหน่วยงานเอกชนที่เชื่อถือได้

The Municipality of Lumdin intends to construct a reinforced concrete road (RCC) with a width of 6.00 meters, a length of 300 meters, and a thickness of 0.15 meters, or with an area of no less than 1,800 square meters, along the Nong Plakrai route, Moo 4, Lumdin Subdistrict, Mueang District, Ratchaburi Province, using the e-bidding method. The main objectives are to improve convenience and safety for road users and to enhance the quality of life for local residents. Bidders must meet legal qualifications, such as being legally capable, not bankrupt, not suspended from bidding, and other qualifications as determined by the government procurement policy committee. They must also be a legal entity engaged in the construction business. Furthermore, bidders must have relevant construction work experience, with a value not exceeding 50% of the budget, and have a direct contract with government agencies, state enterprises, or reputable private entities.
