สรุป TOR โครงการจัดซื้อยางนอก-ใน ขนาด 8.25-16 ดอกละเอียด จำนวน 42 เส้น ของกรมขนส่งทหารอากาศ (ขส.ทอ.) มีวัตถุประสงค์เพื่อนำไปประกอบกับรถยนต์ของทางราชการ โดยยางที่จัดซื้อต้องมีคุณสมบัติตามที่กำหนดในคุณลักษณะเฉพาะพัสดุสายขนส่ง ที่ ขส.ทอ.(ย) ๙๓/๖๗ เช่น สามารถประกอบกับกงล้อขนาด 16 นิ้วได้ เป็นยางนอกแบบใช้ยางใน (Tube Type) โครงสร้างแบบชั้นผ้าใบ และดอกยางเป็นแบบดอกละเอียด (Rib Pattern) ต้องได้รับมาตรฐานของยางรถยนต์ เช่น มอก. เป็นอย่างน้อย และใช้งานได้ไม่น้อยกว่า 1 ปี หรือ 20,000 กิโลเมตร พร้อมทั้งต้องมีหนังสือรับประกันคุณภาพ ผู้เสนอราคาต้องเสนอราคาต่อหน่วย ราคารวมแต่ละรายการ และราคารวมทั้งสิ้นผ่านระบบจัดซื้อจัดจ้างภาครัฐด้วยอิเล็กทรอนิกส์ (e-bidding) พร้อมแนบแคตตาล็อกและเอกสารยืนยันว่าเป็นสินค้าที่ผลิตในประเทศไทย รวมถึงเอกสารรับรองมาตรฐาน มอก. หรือ ISO 9001:2015 ของโรงงานผลิต โดยกรมฯ จะพิจารณาจากเกณฑ์ราคาต่ำสุด

The purpose is to use the tires with government vehicles. The procured tires must meet the specifications outlined in the RTAF Transport Supply Specification No. 93/67, such as being compatible with 16-inch wheels, being tube-type tires with a bias-ply structure, and having a rib pattern. They must meet automotive tire standards such as TISI (Thai Industrial Standards Institute) and be usable for at least 1 year or 20,000 kilometers, with a quality guarantee.
