โครงการนี้มีวัตถุประสงค์เพื่อจัดซื้อออกซิเจนทางการแพทย์ชนิดบรรจุท่อความดันสูง ขนาดบรรจุ 0.7 ลูกบาศก์เมตร พร้อมอุปกรณ์ปรับลดแรงดัน (Regulator) และอุปกรณ์ปรับอัตราการไหล (Flow selector) โดยออกซิเจนทางการแพทย์ต้องมีมาตรฐานผลิตภัณฑ์อุตสาหกรรมออกซิเจนทางการแพทย์ มอก.540-2564 และมีคุณสมบัติตามที่กำหนด เช่น ความบริสุทธิ์ไม่ต่ำกว่า 99.5%, ปริมาณคาร์บอนไดออกไซด์, คาร์บอนมอนอกไซด์, และความชื้นต้องเป็นไปตามเกณฑ์ที่ระบุ
ภาชนะบรรจุต้องเป็นไปตามมาตรฐานเครื่องมือแพทย์ มีขนาด 3.5 ลิตร ทำจากอลูมิเนียมอัลลอย มีสีตามที่กำหนด และมีวาล์วการ์ดเพื่อป้องกันความเสียหาย นอกจากนี้ ต้องมีอุปกรณ์ปรับลดแรงดันให้คงที่ 50 psi และอุปกรณ์ปรับอัตราการไหลในช่วง 0-25 ลิตรต่อนาที
ผู้เสนอราคาต้องมีมาตรฐานการผลิตและการควบคุมคุณภาพ มีการตรวจสอบท่อก่อนบรรจุ ตรวจสอบคุณภาพวัตถุดิบ และตรวจสอบคุณภาพก๊าซก่อนส่งมอบ รวมถึงมีมาตรฐานการจัดส่งที่ปลอดภัยและตรงเวลา
ผู้เสนอราคาต้องเป็นผู้ผลิตที่มีโรงอัดบรรจุก๊าซทางการแพทย์ที่ได้รับมาตรฐาน มอก.540-2564, ISO9001 และ ISO14001 และต้องได้รับอนุญาตจดทะเบียนสถานประกอบการเครื่องมือแพทย์จากกระทรวงสาธารณสุข
The project aims to procure high-pressure medical oxygen cylinders with a capacity of 0.7 cubic meters, including pressure regulators and flow selectors. The medical oxygen must meet the TIS 540-2564 standard and specific quality requirements for purity, carbon dioxide, carbon monoxide, moisture, pH, and oxidizing substances. Cylinders must meet medical device standards, be made of 3.5-liter aluminum alloy, have specified coloring, and include valve guards. They must also have a pressure regulator set at 50 psi and a flow selector ranging from 0-25 liters per minute. Bidders must adhere to production and quality control standards, including cylinder inspection, raw material quality control, and pre-delivery gas quality checks, as well as safe and timely delivery standards. Bidders must be manufacturers with gas filling plants certified to TIS 540-2564, ISO9001, and ISO14001, and must be licensed as medical device establishments by the Ministry of Public Health.
