กรมสุขภาพจิต (โรงพยาบาลจิตเวชพิษณุโลก) จัดโครงการจัดซื้อพร้อมติดตั้งระบบผลิตไฟฟ้าจากพลังงานแสงอาทิตย์บนหลังคา (Solar Rooftop) ขนาดกำลังผลิตไม่ต่ำกว่า 60 กิโลวัตต์สูงสุด จำนวน 1 ระบบ งบประมาณ 1,800,000 บาท โครงการนี้มีวัตถุประสงค์เพื่อส่งเสริมการใช้พลังงานทดแทน ลดค่าใช้จ่ายด้านสาธารณูปโภค เสริมสร้างความมั่นคงด้านพลังงานไฟฟ้า และลดการปล่อยก๊าซเรือนกระจก ขอบเขตงานประกอบด้วย การจัดหาและติดตั้งแผงโซลาร์เซลล์, โครงสร้างรองรับ, อินเวอร์เตอร์, ระบบตรวจสอบและแสดงผล, ระบบป้องกัน, ระบบเดินสายไฟฟ้า, และระบบน้ำสำหรับล้างแผง รวมถึงการรับประกันระบบและการบำรุงรักษา ผู้ที่สนใจจะต้องมีคุณสมบัติตามกฎหมาย, มีประสบการณ์เกี่ยวกับระบบ Solar Rooftop, และมีผลงานในสัญญาเดียวกับหน่วยงานรัฐหรือเอกชน มูลค่าไม่น้อยกว่า 450,000 บาท
