โครงการนี้มีวัตถุประสงค์เพื่อปรับปรุงผิวทางจากคอนกรีตเป็นแอสฟัลท์ติกคอนกรีตในพื้นที่ตำบลแสนตอ อำเภอเมือง จังหวัดอุตรดิตถ์ โดยมีระยะทาง 1,553 เมตร กว้าง 4.00 เมตร และมีความหนา 0.05 เมตร หรือคิดเป็นพื้นที่ผิวทางแอสฟัลท์ติกคอนกรีตไม่น้อยกว่า 6,212 ตารางเมตร ผู้รับจ้างจะต้องดำเนินการก่อสร้างตามแบบแปลนและประมาณการงานก่อสร้างที่ อบต. แสนตอกำหนด ซึ่งรวมถึงการตรวจสอบและแก้ไขข้อบกพร่องของผิวทางเดิม, การเตรียมพื้นที่, การทำ TACK COAT, การปูผิวทางแอสฟัลท์คอนกรีต, การตีเส้นขอบทาง, และการเก็บงานทำความสะอาดพื้นที่ก่อสร้าง นอกจากนี้ ผู้รับจ้างจะต้องทำการเจาะทดสอบความหนาของผิวทางทุกระยะประมาณ 100 เมตร และต้องใช้วัสดุก่อสร้างที่ผลิตภายในประเทศไม่น้อยกว่า 60% ของมูลค่าวัสดุทั้งหมด

This project involves the resurfacing of a road from concrete to asphaltic concrete, covering a distance of 1,553 meters with a width of 4 meters, located in Tambon Saen To, Uttaradit Province. The contractor is required to construct according to the plans and estimates provided by the Tambon Administrative Organization (TAO). This includes checking and repairing the existing road surface, preparing the area, applying TACK COAT, laying the asphalt concrete surface, marking road lines, and cleaning up the construction site. Thickness testing of the road surface is required every 100 meters. The contractor must also use construction materials manufactured domestically for at least 60% of the total material value.
