โครงการนี้เป็นการจัดจ้างเหมาบริการบริหารจัดการและดำเนินงานด้านบุคลากรในโรงพยาบาลเมืองพัทยา ประจำปีงบประมาณ พ.ศ. 2568 (ระยะเวลา 8 เดือน) โดยมีวัตถุประสงค์หลักเพื่อยกระดับคุณภาพการบริการทางการแพทย์ให้ได้มาตรฐานเทียบเท่าโรงพยาบาลชุมชนแม่ข่าย (M2) และรองรับการให้บริการผู้ป่วยทั้งผู้ป่วยนอกและผู้ป่วยในให้มีประสิทธิภาพยิ่งขึ้น ผู้เสนอราคาจะต้องจัดทำแผนการดำเนินงานที่ครอบคลุมทั้งการบริหารจัดการบุคลากร การจัดระบบการบริการ การพัฒนาคุณภาพ และการบริหารจัดการด้านการเงิน โดยจะต้องมีบุคลากรหลักที่มีคุณสมบัติและประสบการณ์ตามที่กำหนดใน TOR นอกจากนี้ ผู้รับจ้างจะต้องจัดทำแผนประกอบการ (Master Plan) ที่ครอบคลุมทุกมิติของการบริหารจัดการโรงพยาบาล รวมถึงแผนการเงิน แผนการพัฒนาบุคลากร และแผนการจัดการความเสี่ยง มีการกำหนดเกณฑ์การประเมินผลงาน และบทลงโทษหากไม่เป็นไปตามข้อกำหนดในสัญญา

This project is a contract for the management and operation of personnel in Pattaya City Hospital for the fiscal year 2025 (8 months). The main objectives are to improve the quality of medical services to the standard of a leading community hospital (M2) and to support efficient patient services for both outpatients and inpatients. Bidders must prepare an operational plan that covers personnel management, service systems, quality development, and financial management. They must have key personnel with the qualifications and experience specified in the TOR. In addition, the contractor must create a Master Plan covering all dimensions of hospital management, including financial plans, personnel development plans, and risk management plans. There are established performance evaluation criteria and penalties for non-compliance with the contract terms.
