โครงการปรับปรุงถนนศรีปงชัย ซอย 4 มีวัตถุประสงค์หลักเพื่อปรับปรุงสภาพถนนให้ดีขึ้นและปลอดภัยต่อผู้ใช้งาน โดยเทศบาลนครลำปางเป็นผู้ว่าจ้าง ขอบเขตงานประกอบด้วยการขุดรื้อพื้นทางเดิม, บดอัด, ลงหินคลุก, ทำ Prime Coat, ปูผิวทางด้วยแอสฟัลท์คอนกรีต (Asphalt Concrete) หนา 0.05 เมตร กว้างประมาณ 4.00-5.00 เมตร (หรือตามสภาพพื้นที่) และยาวประมาณ 565 เมตร คิดเป็นพื้นที่ ไม่น้อยกว่า 2,825 ตารางเมตร และทำการตีเส้นจราจรด้วยสีเทอร์โมพลาสติก (Thermoplastic) พื้นที่ไม่น้อยกว่า 110 ตารางเมตร รวมถึงการติดตั้งป้ายประชาสัมพันธ์โครงการทั้งก่อนและหลังการก่อสร้าง ผู้รับจ้างจะต้องดำเนินการตามแบบแปลน, รายการประกอบแบบ, และข้อกำหนดของเทศบาลนครลำปาง วัสดุที่ใช้จะต้องเป็นผลิตภัณฑ์ภายในประเทศไม่น้อยกว่า 60% ของมูลค่าวัสดุทั้งหมด และหากมีวัสดุที่เป็นเหล็ก จะต้องใช้เหล็กที่ผลิตในประเทศไม่น้อยกว่า 90% ของปริมาณเหล็กทั้งหมด ผู้รับจ้างต้องเสนอแผนการใช้วัสดุภายในประเทศภายใน 60 วันหลังลงนามสัญญา และต้องแสดงหลักฐานที่มาของวัสดุเมื่อถูกร้องขอ

The Sri Pong Chai Soi 4 Road Improvement Project aims to enhance the road’s condition and safety for users. The project owner is Lampang City Municipality. The scope of work includes excavating the existing pavement, compacting, laying crushed rock, applying a prime coat, paving with Asphalt Concrete (0.05 meters thick, approximately 4.00-5.00 meters wide or as per the existing conditions, and approximately 565 meters long), covering an area of no less than 2,825 square meters. Thermoplastic road markings will be applied, covering an area of no less than 110 square meters. The project also includes the installation of project information signs before and after construction. The contractor must follow the plans, specifications, and requirements of Lampang City Municipality. Materials used must be domestic products, accounting for no less than 60% of the total material value. If steel materials are used, they must be domestically produced steel, accounting for no less than 90% of the total steel quantity. The contractor must submit a domestic material usage plan within 60 days after contract signing and must provide evidence of material origin upon request.
