In addition to the general instructions, the following shall be observed:

This specification covers Gas Insulated Switchgear (GIS) plug-in dry type terminations used with single-core 115 kV underground cables with copper conductor, cross-linked polyethylene (XLPE)
insulated, copper wires screen and polyethylene (PE) sheath.
Standards
The terminations shall be manufactured and tested in accordance with following standards:
International Electrotechnical Commission (IEC)
IEC 60840: 2004
IEC 62271-209: 2007
Power cables with extruded insulation and their accessories for rated voltages above 30 kV (Um = 36 kV) up to 150 kV (Um = 170 kV)
High-voltage switchgear and controlgear - Part 209: Cable connections for gas-insulated metal-enclosed switchgear for rated voltage above 52 kV Fluid filled and extruded insulation cables - Fluid-filled and dry-type cable
terminations
And all other relevant standards, unless otherwise specified in these specification.
PEA will also accept the terminations tested in accordance with the later edition of the above
standards.

Design

The GIS plug-in dry type terminations shall be suitable for Gas Insulated Switchgear (GIS).
The housing of the termination shall be made of epoxy or resin and shall have sufficient mechanical
strength and shall be capable to be used in SF, gas.
The electrical stress control of the termination shall be made of pre-molded type silicone rubber or
EPDM.
A stress control by using tape wrapping method shall not be accepted.
The termination shall be provided with:
(1) Plug-in connector suitable for conductor with dimensions specified in Table 1
(2) Epoxy or resin housing
(3) Silicone rubber or EPDM electrical stress control
(4) Fixing materials and accessories according to manufacturer’s design such as compression ring,
fixing ring, cable gland and scaling, etc.

(5) Grounding device including earth terminal for earthing 95 mm copper wire cable shield
(6) Extension adapter in accordance with IEC 60859: 1999 for connecting the termination with a fluid
filled switchgear termination (If required, see C3 Schedule of detailed requirement)
(7) Special tools needed for installation the proposed termination as mentioned in an installation
instruction

Manufacturer’s experience
The manufacturer shall give evidence about his long term experience in manufacturing of GIS plug-in dry type terminations. The proposed GIS plug-in dry type terminations shall have been supplied to
customers outside country of the manufacturer for not less than five (5) years counted to the bid
closing date. The supply list indicating type of terminations, country and name of customers and year
of delivery shall be submitted.

Job training and supervision

In case PEA require for job training and supervision for installation (See C3 Schedule of detailed
requirement) of the proposed terminations, the bidders shall provide qualified person with the
minimum experience stated hereunder:

• Having a certificate stated that he is an authorized person of the manufacturer
  Having certificate from the client to declare for his supervising experience for the 115 kV or above
  terminations for XLPE power cable
  The Bidder has to submit a supervisor’s curriculum vitae (CV) and the above mentioned certificates
  within fifteen (15) calendar days after the bid closing date.
  Tests and Test reports
  The GIS plug-in dry type terminations shall be successfully passed all the following items of type test
  or design tests in accordance with the reference standards, conducted by the acknowledged independent testing laboratories:
  a) Partial discharge tests at ambient temperature
  b) Heating cycle voltage test
  c) Partial discharge test at ambient and at high temperature
  d) Impulse voltage test followed by power frequency test
  e) Power frequency voltage test
  Type test report performs on a GIS plug-in dry type terminations having rated voltage higher than the
  proposed terminations will be accepted but the terminals shall be the same type or same family (same
  internal design principle but different cable dimension or different metallic screen) and shall have the same material and manufacturing process.

  The bidder are at liberty to quote the GIS plug-in type terminations which are tested by the other
  independent testing laboratories not mentioned above, but have to be subjected to approval of PEA
  before the tests are proceeded and before the bid closing date.
  PEA will also accept type test or design test reports accordance with the reference standards conducted
  by the manufacturer or other independent testing laboratories not mentioned above. In this case the bidder shall submit evidence of the manufacturing experience of at least twenty (20) years of GIS plug- in dry type termination used for power system of 115 kV or higher.
  The type test or design test certificates or test reports shall be submitted with the bid or within fifteen
  (15) calendar days after the bid closing date. The Item offered without submitting the type test reports shall be rejected.
  The routine tests shall be made in accordance with relevant standards.
  Partial discharge test on electrical stress control of the terminations shall be one of the standard factory
  routine test items.
  Three (3) sets of the routine test reports shall be submitted at the time of delivery.
  The costs of all tests and reports shall be borne by the Contractor.

  Each GIS plug-in dry type terminations shall be packed individually with installation instructions and
  list of materials to be supplied for each set.
  If any parts are packed in the cartons for containerized shipment, the cartons shall be arranged into
  pallets so as to facilitate their movement by forklift trucks.
  Plastic foam shall not be accepted.

   Additional to the general instructions, the following shall be observed:

   These specifications cover splicing kits to be used with 115 kV, single-core, copper conductor, cross-
   linked polyethylene (XLPE) insulated, copper wires screen and polyethylene sheath underground cable.

   The splicing kits shall be installed in manhole which is subject to be immersed in dirty water all the
   year round and shall be capable of operating at its full ratings in the following condition mentioned:

  The splicing kits shall be completed with stress cone, splicing house, connector, ground screen connector
  for straight through joint or blocking ground screen connector for ground separated joint, outer sheath
  and earthing device. The stress cone shall be made of pre-molded element made of silicone rubber or
  EPDM. Each stress cone shall be marked the series number and size number or cable insulation
  application range. The design of the field deflectors shall be suitable in order to avoid any localized
  increase of electric gradient which could lead to erosion of the pre-molded element or the cable
  insulation. Splicing method with tape wrapping shall not be accepted.

  Ground screen connection device shall be also provided. The grounding device by exothermic welding
  method shall not be accepted.
  In case of sectionalizing joints (Cross bonding), the insulation screen and metallic sheath of both cable
  parts shall be interrupted. The electric impulse withstand voltage of this part shall be at least 50 kV.
  The outer sheath for protecting from mechanical and humidity and sealing for preventing water
  entering into the cable when earthing the joint shall be provided. The outer sheath with tape wrapping
  shall not be accepted.
  Each splicing kit shall be supplied with parts ready for earthing in order to reduce the induced voltage
  at the joint.
  Special tools (Without this special tools, the splicing kits cannot be installed completely) needed for
  installation joints as mentioned in the installation instruction shall be supplied. (See “C3 Schedule of
  detailed requirement”)
  The splicing kits shall be suitable for XLPE underground power cable having dimensions specified in
  Table 1.

  Manufacturing experience
  The manufacturer shall give evidence about his long term experience in manufacturing of the splicing
  kits. The proposed splicing kits shall have been supplied to customers outside country of the
  manufacturer for not less than five (5) years counted to the bid closing date. The supply list indicating
  type of splicing kits, country and name of customers and year of delivery shall be submitted.
  Training course and supervision for installation
  Training course and supervision for installation, if required (See “C3 Schedule of detailed
  requirement”) of the proposed splicing kits, the contractor shall provide qualified person with the
  minimum experience stated hereunder:
  Having a certificate stated that he is an authorized person of the manufacturer
  Having certificate from the client to declare for his supervising experience for the 115 kV or above
  splicing kit for XLPE power cable
  The Bidders have to submit a supervisor’s curriculum vitae (CV) and the above mentioned certificates
  within fifteen (15) calendar days after the bid closing date.

  Tests and Test reports

  The proposed splicing kits shall have successfully passed type/design tests in accordance with the IEC
  or IEEE standards as specified in clause 1b at least the test items specified in Table 3.

  Same family means same internal design principle but may have a different cable dimension or different

  The bidder are at liberty to quote the splicing kits which are tested by the other independent testing
  laboratories not mentioned above, but have to be subjected to approval of PEA before the tests are
  proceeded and before the bid closing date.
  PEA will also accept type test reports accordance with the relevant IEC or IEEE standards conducted
  by the manufacturer or other independent testing laboratories not mentioned above. In this case the
  bidder shall submit evidence of the manufacturing experience of at least twenty (20) years of splicing kits used in 115 kV or higher transmission system.
  The type test certificate or type test reports shall be submitted with the bid or within fifteen (15)
  calendar days after the bid closing date. The Item offered without submitting the type test reports shall be rejected.
  The cost of all tests and reports shall be borne by the Contractor.
  The routine tests shall be made in accordance with relevant standards.
  The partial discharge test and AC withstand test shall be standard factory routine test items for
  each individual stress cone of the splicing kits.

  Each splicing kit shall be packed in a wooden crate individually with a suitable lock for damage
  protection when transported, with instruction manual approved by authorized or certified person of the
  manufacturer for installation in Thai and English language. A list of materials with their expiry date
  shall be supplied for each package.
  If any parts are packed in the wooden crate for containerized shipment, the wooden crate shall be
  arranged into pallets so as to facilitate their movement by forklift trucks.
  Plastic foam/carton shall not be accepted.

1. The Contractor has to supply documents as follows:
   (1) Three (3) sets of instruction book for installation, operation and maintenance shall be packed
   together with each package in English and Thai,
   (2) Reports of type/design_tests and routine tests of the proposed switches shall be sent to
   the Authority, thirty (30) calendar days before the first shipment, at the following address:

   All items of the type or design tests shall be conducted or inspected by the acknowledged testing laboratories/institutes as following:
   (1) Laboratories/institutes which are members of the Short-circuit Testing Liaison (STL) or independent laboratories/institutes which are accredited according to TIS 17025 or ISO/IEC 17025 with the scope of accreditation covered the relevant test items, standards and equipment. The certification and scope of accreditation of the independent laboratories/institutes shall be submitted with the bid for consideration.
   (2) Thailand’s national laboratories, institutes, universities and electric utilities, as follows:

  In case of the foreign manufacturers have experience of more than twenty (20) years in design, manufacture and sell such the proposed equipment for using in equal to or higher than system voltages of the proposed equipment, PEA will accept type or design test reports conducted by the manufacturer’s laboratory or other independent laboratories without qualification mentioned in (1) or (2). Documents showing the manufacturer’s experience such as reference list shall be submitted with the bid for consideration.

The bidders or manufacturers who prefer to carry out the type or design tests of the proposed equipment by the laboratories or by the manufacturer themselves without the qualification mentioned above, the detail of the test facilities of the laboratories or the manufacturer shall be submitted to PEA for approval before proceeding the tests and before the bid closing date. PEA reserves the right to send representatives to inspect and witness the tests with the cost of the bidders or manufacturers.
The type or design test reports done by the laboratories in Thailand or local manufacturers shall be valid within five (5) years counted from the issued date in the test report to the bid closing date.

1. The bidder has to quote the unit costs; and portion of each item shall not be
   considered.
2. The bidder has to quote on the job training and supervision for installation
   and optional accessories (if any) with their lists of quantities and itemized
   prices; PEA reserves the right to purchase on the job training and supervision for installation and optional accessories by some or all of items, to adjust their quantities, or cancel them.
3. PEA shall purchase the GIS plug-in dry type termination, on the job training
   and supervision for installation and optional accessories from one (1) bidder.
4. Evaluation and comparison of bid price shall not include on the job training
   and supervision for installation and optional accessories.
5. For the products which have never been used in PEA’s system, PEA reserves
   the right to request for the installation demonstration. In case the bidder
   cannot carry out to demonstrate within 30 (thirty) days after being informed
   by PEA or the installation procedure is not suitable for PEA’s system, the
   bidder’s proposal shall be rejected. However, bidder can initiated PEA for
   the installation demonstration before bid closing date by issuing the official letter to the Procurement Department and clearly state the request for
   demonstration and invitation to bid number.

7. The bidder has to quote the unit costs.
8. The bidder has to quote supervision for installation and optional accessories
   with their lists of quantities and itemized prices; PEA reserves the right to
   purchase the supervision for installation and optional accessories by some or
   all of items, to adjust their quantities, or cancel them.
9. PEA shall purchase the splicing kit, supervision for installation and optional
   accessories from one (1) bidder.
10. Evaluation and comparison of bid price shall not include supervision for
    installation and optional accessories.
11. For the products which have never been used in PEA’s system, PEA reserves
    the right to request for the installation demonstration. In case the bidder
    cannot carry out to demonstrate within thirty (30) days after being informed
    by PEA or the installation procedure is not suitable for PEA’s system, the
    bidder’s proposal shall be rejected. However, bidder can initiated PEA for
    the installation demonstration before bid closing date by issuing the official
    letter to the Procurement Department and clearly state the request for
    demonstration and invitation to bid number.
12. Training course for installation and maintenance the proposed splicing kits
    shall be provided by the Contractor for PEA’s personnel. The training shall
    not less than three (3) days. The training shall be free of charge.

    เงื่อนไขทั่วไปประกอบการจัดซื้อพัสดุ
    ผู้ยื่นข้อเสนอ จะต้องปฏิบัติตามเงื่อนไขประกอบการจัดซื้อพัสดุดังนี้
    ข้อ ๑ “ผู้ยื่นข้อเสนอจะต้องยื่นเอกสารทางเทคนิค เช่น แค็ตตาล็อก แบบรูป (Drawings) รายงาน ผลการทดสอบเฉพาะแบบ (Type test reports) และเอกสารอื่นๆ ตามที่ได้ระบุไว้ในรายละเอียดสเปค (Specification) ให้ครบถ้วนพร้อมกับการยื่นข้อเสนอ โดยเอกสารทางเทคนิคดังกล่าวจะต้องเป็นภาพสีเหมือนกับเอกสาร
    ต้นฉบับ หากผู้ยื่นข้อเสนอยื่นเสนอเอกสารเป็นภาพขาวดํา การไฟฟ้าส่วนภูมิภาคมีสิทธิร้องขอเอกสารภาพสี เพื่อเปรียบเทียบกับเอกสารภาพขาวดําที่เสนอมา และต้องเป็นภาษาไทยหรือภาษาอังกฤษ กรณีเป็นภาษาอื่น นอกเหนือจากข้างต้น ต้องแปลเป็นภาษาไทยหรือภาษาอังกฤษเท่านั้น สําหรับเอกสารทางเทคนิคที่ผู้ยื่น ข้อเสนอโดยวิธีคัดเลือกจะต้องกรอกรายละเอียดโดยวิธีการพิมพ์เท่านั้น การไฟฟ้าส่วนภูมิภาคมีสิทธิที่จะไม่รับ พิจารณาผู้ยื่นข้อเสนอที่ยื่นเอกสารทางเทคนิคไม่ครบถ้วน หรือไม่เป็นไปตามที่ระบุข้างต้น
    ข้อ ๒ การไฟฟ้าส่วนภูมิภาคจะพิจารณาเฉพาะเอกสารทางเทคนิค เช่น แค็ตตาล็อก แบบรูป (Drawings) รายงานผลการทดสอบเฉพาะแบบ (Type test reports) หรือเอกสารอื่นๆที่ระบุผลิตภัณฑ์ เป็นแบบ (Type) หรือเป็นรุ่น (Model) ที่ตรงกับที่ผู้ยื่นข้อเสนอระบุไว้ในรายการที่เสนอราคาเท่านั้น เว้นแต่ รายละเอียดสเปค (Specification) ระบุความต้องการเอกสารทางเทคนิคไว้เป็นอย่างอื่น
    ข้อ ๓ กรณีผู้ยื่นข้อเสนอ เสนอผลิตภัณฑ์ที่เป็นเซอร์กิตเบรกเกอร์ สวิตซ์ และอุปกรณ์ตัดตอนในระบบ จําหน่าย ผู้ยื่นข้อเสนอจะต้องดําเนินการ ดังนี้
    ๓.๑ เซอร์กิตเบรกเกอร์ ที่จะจัดซื้อตั้งแต่ระบบ ๒๒ kV ขึ้นไป จะต้องมีคุณสมบัติเป็นไปตาม รายละเอียดสเปค (Specifications) ของการไฟฟ้าส่วนภูมิภาค และต้องมีคุณสมบัติข้อใดข้อหนึ่ง ดังนี้
    ๓.๑.๑ ผลิตโดยผู้ผลิตที่มีประสบการณ์ในการผลิตอุปกรณ์ประเภทดังกล่าวมาแล้ว
    ไม่น้อยกว่า ๓ ปี และต้องเคยติดตั้งใช้งานโดยไม่มีปัญหาในสถานีไฟฟ้าของภาครัฐ และ/หรือเอกชนในประเทศ ที่เชื่อถือได้ มาแล้วไม่น้อยกว่า ๑ แห่ง เว้นแต่รายละเอียดสเปค (Specification) ระบุความต้องการ ประสบการณ์ในการผลิต และ/หรือการติดตั้งใช้งานไว้เป็นอย่างอื่น ให้ถือประสบการณ์ในการผลิต และ/หรือ การติดตั้งใช้งานที่กําหนดไว้ในรายละเอียดสเปค โดยกรณีนี้ ผู้ยื่นข้อเสนอ จะต้องยื่นเอกสารแสดงประวัติการ ขาย (Reference List) หรือ หนังสือรับรองจากลูกค้า มาพร้อมกับการยื่นข้อเสนอ หรือ
    ๓.๑.๒ เป็นผลิตภัณฑ์ที่ผ่านการขึ้นทะเบียนกับการไฟฟ้าส่วนภูมิภาคแล้ว ได้แก่ การขึ้นทะเบียน PEA Product Acceptance หรือ PEA Product list หรือการขึ้นทะเบียนอื่นๆ ที่ การไฟฟ้า ส่วนภูมิภาคกําหนด โดยกรณีนี้ ผู้ยื่นข้อเสนอ จะต้องยื่นหนังสือรับรองการขึ้นทะเบียนที่ยังไม่หมดอายุ มา พร้อมกับการยื่นข้อเสนอ หรือ
    ๓.๑.๓ เป็นผลิตภัณฑ์ที่ผ่านการทดลองติดตั้งใช้งานในระบบของการไฟฟ้าส่วนภูมิภาค สํานักงานใหญ่แล้ว โดยกรณีนี้ ผู้ยื่นข้อเสนอจะต้องยื่นเอกสารรับรองการผ่านการทดลองติดตั้งใช้งานจากการ ไฟฟ้าส่วนภูมิภาค มาพร้อมกับการยื่นข้อเสนอ

    ๓.๒ สวิตซ์ และอุปกรณ์ตัดตอนในระบบจําหน่ายที่จะจัดซื้อ ตั้งแต่ระบบ ๒๒ KV ขึ้นไป oul… Dropout fuse cutout, Disconnecting switches, Air break switches, Remote controlled switches (SF, gas load break switches). Automatic switching equipment for switching power capacitor bank และ Recloser จะต้องมีคุณสมบัติเป็นไปตามรายละเอียดสเปค (Specifications) ของการไฟฟ้าส่วนภูมิภาค และต้องมีคุณสมบัติข้อใดข้อหนึ่ง ดังนี้
    ๓.๒.๑ ผลิตโดยผู้ผลิตที่มีประสบการณ์ในการผลิตอุปกรณ์ประเภทดังกล่าวมาแล้ว ไม่ น้อยกว่า ๓ ปี และต้องเคยติดตั้งใช้งานในระบบจําหน่ายมาแล้วไม่น้อยกว่า ๔๐๐ ชุด เว้นแต่รายละเอียดสเปค (Specification) ระบุความต้องการประสบการณ์ในการผลิต และ/หรือการติดตั้งใช้งานไว้เป็นอย่างอื่น ให้ถือ ประสบการณ์ในการผลิต และ/หรือการติดตั้งใช้งานที่กําหนดไว้ในรายละเอียดสเปค โดยกรณีนี้ ผู้ยื่นข้อเสนอ จะต้องยื่นเอกสารแสดงประวัติการขาย (Reference List) หรือ หนังสือรับรองจากลูกค้า มาพร้อมกับการยื่น
    ข้อเสนอ หรือ
    ๓.๒.๒ เป็นผลิตภัณฑ์ที่ผ่านการขึ้นทะเบียนกับการไฟฟ้าส่วนภูมิภาคแล้ว ได้แก่ การขึ้นทะเบียน PEA Product Acceptance หรือ PEA Product List หรือการขึ้นทะเบียนอื่นๆ ที่การไฟฟ้า ส่วนภูมิภาคกําหนด โดยกรณีนี้ ผู้ยื่นข้อเสนอ จะต้องยื่นหนังสือรับรองการขึ้นทะเบียนที่ยังไม่หมดอายุ มา พร้อมกับการยื่นข้อเสนอ หรือ
    ๓.๒.๓ เป็นผลิตภัณฑ์ที่ผ่านการทดลองติดตั้งใช้งานในระบบของการไฟฟ้าส่วนภูมิภาค สํานักงานใหญ่แล้ว โดยกรณีนี้ ผู้ยื่นข้อเสนอจะต้องยื่นเอกสารรับรองการผ่านการทดลองติดตั้งใช้งานจากการ ไฟฟ้าส่วนภูมิภาคมาพร้อมกับการยื่นข้อเสนอ
    ๓.๓ ผู้ยื่นข้อเสนอสามารถเสนอขายเซอร์กิตเบรกเกอร์ สวิตซ์หรืออุปกรณ์ตัดตอนในระบบ จําหน่าย จากผู้ผลิตที่ไม่มีคุณสมบัติตามที่ระบุไว้ในข้อ ๓.๒ หรือ ๓.๒ ดังกล่าวได้ แต่ต้องเป็นผู้ที่ผลิตภายใต้ ใบอนุญาต (License) และจะต้องประทับตราเครื่องหมายการค้า (Brand-Name or Trade-mark) เดิมของ ผู้ให้ใบอนุญาตบนพัสดุ โดยผู้ให้ใบอนุญาต (Licensor) จะต้องมีคุณสมบัติตามข้อ ๓.๑.๑ หรือ ๓.๒.๑ แล้วแต่
    กรณี
    โดยกรณีนี้ผู้ผลิตภายใต้ใบอนุญาตจะต้องทําการทดสอบเฉพาะแบบ (Design or Type
    tests) เซอร์กิตเบรกเกอร์ สวิตซ์ หรืออุปกรณ์ตัดตอนในระบบจําหน่ายตามมาตรฐานที่กําหนดไว้ใน รายละเอียดสเปค (Specification) ใหม่ทั้งหมด
    ทั้งนี้ ผู้ยื่นข้อเสนอต้องยื่นใบอนุญาต (License) ที่ยังไม่หมดอายุ มาพร้อมกับเอกสารแสดง ประวัติการขาย (Reference List) หรือ หนังสือรับรองจากลูกค้า ของผู้ให้ใบอนุญาต (Licensor) มาพร้อมกับ การยื่นข้อเสนอ
    ๓.๔ หากผู้ยื่นข้อเสนอ เสนอรายละเอียดไม่เป็นไปตามข้อ ๓.๑,๓.๒ และ ๓.๓ ข้างต้น การไฟฟ้าส่วนภูมิภาคสงวนสิทธิที่จะไม่จัดซื้อ

    ข้อ ๔ กรณีที่อุปกรณ์ไฟฟ้าหลักสําหรับติดตั้งใช้งานในระบบสายส่ง ๑๑๕ KV และระบบจําหน่าย ๒๒ kV และ ๓๓ kV อันได้แก่ หม้อแปลงไฟฟ้า รีโคลสเซอร์ เซอร์กิตเบรกเกอร์ อุปกรณ์ป้องกัน สวิตช์ อุปกรณ์ตัดตอน ลูกถ้วยไฟฟ้า สายไฟฟ้า หม้อแปลงกระแส (Current transformers) หม้อแปลงแรงดัน (Voltage transformers) รวมถึงมิเตอร์สําหรับวัดพลังงานไฟฟ้า ผลิตภัณฑ์ใดก็ตามที่ การไฟฟ้าส่วนภูมิภาค จัดซื้อในแต่ ละสัญญา และติดตั้งใช้งานภายในระยะเวลา ๒ ปี นับจากวันที่ การไฟฟ้าส่วนภูมิภาค มีหนังสือแจ้งผลการตรวจ รับงวดสุดท้าย หรือภายในระยะเวลาอื่นตามที่รายละเอียดสเปค (Specification) กําหนด มีสถิติการชํารุดอัน เนื่องมาจากคุณภาพของผลิตภัณฑ์ เกินกว่าเกณฑ์ที่กําหนดไว้ในรายละเอียดสเปค (Specification) หรือกําหนด ไว้ในเงื่อนไขอื่นๆ ในขอบเขตของงาน (TOR) หรือกําหนดไว้ในสัญญาจัดซื้อ การไฟฟ้าส่วนภูมิภาคจะตัดสิทธิการ เสนอราคาผลิตภัณฑ์รุ่น (Model) / แคตตาล็อค (Catalogue No.) ดังกล่าว และจะไม่จัดซื้อเป็นการชั่วคราว ทั้งในระหว่างการพิจารณาจัดซื้อ และที่จะประกาศจัดซื้อใหม่จนกว่าผู้ผลิตหรือ ผู้แทนจําหน่ายผลิตภัณฑ์นั้นๆ จะส่งแผนการปรับปรุงคุณภาพผลิตภัณฑ์
    และดําเนินการแก้ไขให้เป็นที่ยอมรับหรือได้รับการถอดถอนออกจาก
    บัญชีรายชื่อผลิตภัณฑ์ที่ต้องปรับปรุงคุณภาพจากการไฟฟ้าส่วนภูมิภาคแล้ว และต้องพ้นกําหนดระยะเวลา 5 เดือน นับจากวันที่ การไฟฟ้าส่วนภูมิภาค มีหนังสือแจ้งตัดสิทธิการเสนอราคาผลิตภัณฑ์ดังกล่าวด้วย
    ทั้งนี้ เงื่อนไขดังกล่าวจะไม่มีผลใช้บังคับย้อนหลังไปถึงการจัดซื้อที่ยังไม่มีเงื่อนไขนี้กําหนดไว้
    ข้อ ๕ กรณีการจัดซื้ออุปกรณ์ไฟฟ้าหลักสําหรับติดตั้งใช้งานในระบบสายส่ง ๑๑๕ kV และระบบ จําหน่าย ๒๒ kV และ ๓๓ kV อันได้แก่ หม้อแปลงไฟฟ้า รีโคลสเซอร์ เซอร์กิตเบรกเกอร์ อุปกรณ์ป้องกัน สวิตซ์ อุปกรณ์ตัดตอน ลูกถ้วยไฟฟ้า สายไฟฟ้า หม้อแปลงกระแส (Current transformers) หม้อแปลงแรงดัน (Voltage transformers) รวมถึง มิเตอร์สําหรับวัดพลังงานไฟฟ้า การไฟฟ้าส่วนภูมิภาคมีสิทธิที่จะส่ง เจ้าหน้าที่ของการไฟฟ้าส่วนภูมิภาค หรือผู้แทนที่ได้รับการแต่งตั้งจากการไฟฟ้าส่วนภูมิภาคเข้าไปตรวจสอบ กระบวนการผลิตและการควบคุมคุณภาพ ณ โรงงานผู้ผลิต ตามเงื่อนไขและข้อกําหนดของการไฟฟ้าส่วน ภูมิภาค ก่อนการส่งมอบ โดยการไฟฟ้าส่วนภูมิภาคจะเป็นผู้ออกค่าใช้จ่ายในการเดินทาง และเบี้ยเลี้ยงของ เจ้าหน้าที่ฯหรือค่าจ้างผู้แทนฯเท่านั้น ทั้งนี้ กรณีการจัดซื้อหม้อแปลงมีรายละเอียดและขั้นตอนที่ผู้ได้รับการ สั่งซื้อต้องปฏิบัติตามเอกสารแนบจํานวน ๒ แผ่น กรณีพัสดุหรืออุปกรณ์ที่เสนอข้างต้น หากได้รับการรับรอง ตาม PEA Product Acceptance ให้ดําเนินการตามข้อ 5
    ข้อ 5 กรณีพัสดุที่จะจัดซื้อเป็นรายการที่ได้รับการขึ้นทะเบียนตามกระบวนการ PEA Product Acceptance การไฟฟ้าส่วนภูมิภาคจะดําเนินการดังนี้
    ๖.๑ ในการพิจารณาทางเทคนิค หากผู้ยื่นเสนอ เสนอผลิตภัณฑ์ที่ได้รับการขึ้นทะเบียน ตามกระบวนการ PEA Product Acceptance ที่ยังคงสถานะการขึ้นทะเบียน และไม่อยู่ระหว่างถูกพักใช้ ใบขึ้นทะเบียนฯ ณ วันที่ยื่นเสนอราคา ให้แนบใบขึ้นทะเบียนฯ ของการไฟฟ้าส่วนภูมิภาค พร้อมเอกสาร ประกอบการเสนอราคาส่วนที่ ๒ โดยไม่ต้องยื่นเอกสาร แคตตาล็อกและ/แบบรูป แสดงรายละเอียด คุณลักษณะเฉพาะ ในกรณีที่ยื่นแคตตาล็อกฯ พร้อมใบขึ้นทะเบียนฯ ผู้เสนอราคาจะต้องจัดทําหนังสือยืนยัน เลือกเอกสารอย่างใดอย่างหนึ่งให้ การไฟฟ้าส่วนภูมิภาคทราบ
    ๖.๒ ในขั้นตอนการตรวจรับพัสดุที่จัดซื้อ หากพัสดุรายการใดได้รับการขึ้นทะเบียน ตามกระบวนการ PEA Product Acceptance ที่ยังคงสถานะการขึ้นทะเบียน และไม่อยู่ระหว่างถูกพักใช้

    ใบขึ้นทะเบียนฯ โดยคู่สัญญาต้องทําการทดสอบประจําและทดสอบเพื่อการตรวจรับ (โดยมีหัวข้อการทดสอบ ตามที่ระบุในสเปค) ที่โรงงานผู้ผลิต/หน่วยทดสอบที่การไฟฟ้าส่วนภูมิภาคยอมรับ และส่งผลทดสอบดังกล่าว ให้การไฟฟ้าส่วนภูมิภาค ทั้งนี้ ให้ใช้ใบขึ้นทะเบียนฯ ที่คงสถานะ การขึ้นทะเบียน และไม่อยู่ระหว่างถูกพักใช้ ใบขึ้นทะเบียนฯ แทนการตรวจสอบการผลิตและการทดสอบ ณ โรงงานผู้ผลิต
    ภายหลังทําสัญญา หากพบว่าการขึ้นทะเบียนของการไฟฟ้าส่วนภูมิภาค สิ้นสถานะหรืออยู่ ระหว่างถูกพักใช้ใบขึ้นทะเบียน การไฟฟ้าส่วนภูมิภาคจะดําเนินการตรวจรับพัสดุดังกล่าวตามเงื่อนไข หัวข้อทดสอบตามที่ระบุในสเปค และวิธีการตรวจรับพัสดุ ของการไฟฟ้าส่วนภูมิภาคที่บังคับใช้อยู่ในปัจจุบัน
    ข้อ
    ๗ ผู้ชนะการเสนอราคาจะต้องแจ้งกําหนดวันส่งมอบพัสดุเป็นลายลักษณ์อักษรให้หน่วยงานจัดซื้อ และ/หรือ หน่วยงานที่จุดจัดส่งของการไฟฟ้าส่วนภูมิภาคทราบล่วงหน้าไม่น้อยกว่า ๓ วันทําการ เพื่อที่จะได้ กําหนดนัดวันตรวจรับต่อไปและจะต้องส่งมอบพัสดุภายในวันและเวลาทําการของหน่วยงาน
    ข้อ ๔ พัสดุที่การไฟฟ้าส่วนภูมิภาคกําหนดให้มีการทดสอบเพื่อการตรวจรับในหัวข้อที่เป็นการทดสอบ แบบทําลาย จนพัสดุไม่สามารถนํากลับมาใช้งานได้ คู่สัญญาจะต้องนําพัสดุใหม่มาทดแทนเพื่อให้ครบจํานวน ตามที่ระบุไว้ในสัญญาก่อนการไฟฟ้าส่วนภูมิภาครับมอบพัสดุไว้ใช้งาน โดยการไฟฟ้าส่วนภูมิภาคจะมีหนังสือ แจ้งให้ส่งของมาทดแทน ภายใน ๕ วันทําการนับจากวันที่ได้รับหนังสือแจ้ง หากคู่สัญญาไม่นํามาทดแทน ภายในเวลาที่กําหนด การไฟฟ้าส่วนภูมิภาคจะคิดค่าปรับกรณีส่งของล่าช้าในอัตราร้อยละ ๐.๒๐ ของมูลค่า พัสดุที่นํามาทดแทน และผู้ขายต้องรับพัสดุที่ทดสอบแล้วชํารุดคืนกลับไป ภายใน ๓๐ วัน หลังจากได้นําพัสดุ มาทดแทนให้การไฟฟ้าส่วนภูมิภาคแล้ว หากผู้ขายไม่ประสงค์จะรับพัสดุคืนให้ทําหนังสือแจ้งการไฟฟ้าส่วน ภูมิภาคทราบเพื่อที่จะดําเนินการต่อไป
    ข้อ ๔ การชําระราคาพัสดุที่ตกลงซื้อขายกันการไฟฟ้าส่วนภูมิภาคจะชําระภายในเวลา ๓๐ วัน นับถัดจากวันที่การไฟฟ้าส่วนภูมิภาคได้ทําการตรวจรับพัสดุที่คู่สัญญาส่งมอบถูกต้องเรียบร้อยแล้วในแต่ละงวด
    ข้อ ๑๐ ผู้ชนะการเสนอราคาจะต้องรับประกันความชํารุดบกพร่องอันเนื่องมาจากการใช้งานตามปกติ ของพัสดุเป็นเวลาไม่น้อยกว่า ๑ ปี นับถัดจากวันที่การไฟฟ้าส่วนภูมิภาคได้รับมอบแล้ว เว้นแต่
    ๑๐.๑ ปูนซีเมนต์ปอร์ตแลนด์ประเภทเกิดแรงสูงเร็ว ต้องรับประกันคุณภาพเป็นเวลาไม่น้อย กว่า ๓๐ วัน นับถัดวันที่การไฟฟ้าส่วนภูมิภาคได้รับมอบแล้ว
    ๑๐.๒ พัสดุประเภทดังต่อไปนี้ต้องรับประกันคุณภาพเป็นเวลาไม่น้อยกว่า ๓ ปี เว้นแต่ รายละเอียดสเปค (Specification) กําหนดระยะเวลารับประกันคุณภาพไว้มากกว่า ๓ ปี นับถัดวันที่การไฟฟ้า ส่วนภูมิภาคได้รับมอบแล้ว ให้ถือระยะเวลารับประกันคุณภาพที่กําหนดไว้ในรายละเอียดสเปค

• หม้อแปลงไฟฟ้ากําลัง ที่สเปคกําหนดรายละเอียดให้เป็นไปตามมาตรฐาน มอก. ๓๘๔ หรือมาตรฐานฉบับอื่นที่สํานักงานมาตรฐานผลิตภัณฑ์อุตสาหกรรม (สมอ.) กําหนดให้เป็นมาตรฐานผลิตภัณฑ์อุตสาหกรรมสําหรับหม้อแปลง ไฟฟ้ากําลัง
  -Solid dielectric three-phase automatic reclosers for bb kV and m

  พัสดุที่จะจัดซื้อเป็น Porcelain cable spacer with grip locks and High-Density Polyethylene (HDPE) cable spacers and snap-tie ต้องรับประกันคุณภาพเป็นเวลาไม่น้อยกว่า ๕ ปี นับถัด จากวันที่การไฟฟ้าส่วนภูมิภาคได้รับมอบแล้ว
  ๑๐.๔ Remote controlled switches for bolo kV and mm kV &o Hz distribution
  system ต้องรับประกันคุณภาพเป็นเวลาไม่น้อยกว่า ๕ ปี นับถัดวันที่การไฟฟ้าส่วนภูมิภาคได้รับมอบแล้ว ยกเว้น Battery ต้องรับประกันคุณภาพเป็นเวลาไม่น้อยกว่า ๒ ปี นับถัดวันที่การไฟฟ้าส่วนภูมิภาคได้รับมอบ
  แล้ว
  ๑๐.๕ Electronic energy meters ต้องรับประกันคุณภาพเป็นเวลาไม่น้อยกว่า ๕ ปี นับถัดจากวันที่การไฟฟ้าส่วนภูมิภาคได้รับมอบแล้ว
  ๑๐.๖ พัสดุ นอกเหนือจากที่ระบุไว้ในข้อ
  ะบุไว้ในข้อ ๑๐.๑ ถึง ๑๐.๕ หากรายละเอียดสเปค (Specification) มีการระบุระยะเวลารับประกันคุณภาพไว้เป็นอย่างอื่น ให้ถือระยะเวลารับประกันคุณภาพที่
  กําหนดไว้ในรายละเอียดสเปค
  ถ้าพัสดุเกิดความบกพร่องเนื่องจากวัสดุและหรือฝีมือไม่ดี ต้องรีบจัดการแก้ไขหรือเปลี่ยนใหม่ ให้เรียบร้อยโดยไม่คิดมูลค่า ภายใน ๓๐ วัน นับถัดจากวันที่ได้รับแจ้งจากการไฟฟ้าส่วนภูมิภาค และหากความ บกพร่องดังกล่าวเป็นเหตุให้เกิดความเสียหายหรือเกิดอุบัติเหตุใดๆขึ้น ผู้ชนะการเสนอราคาจะต้องรับผิดชอบ ชดใช้ค่าเสียหายทั้งหมด ตามข้อกําหนดทั่วไป และ/หรือรายละเอียดสเปค (Specification) จะกําหนดไว้ โดย ไม่มีข้อโต้แย้งใดๆ
  ในกรณีที่ผู้ชนะการเสนอราคารับพัสดุไปแก้ไข หรือการไฟฟ้าส่วนภูมิภาคส่งมอบพัสดุให้ผู้
  ชนะการเสนอราคาไปดําเนินการแก้ไข และผู้ชนะการเสนอราคาส่งมอบพัสดุที่แก้ไขแล้วคืนเกินกําหนดเวลา
  ๓๐ วัน ผู้ชนะการเสนอราคาต้องขยายกําหนดเวลารับประกันความชํารุดบกพร่องเท่ากับจํานวนวันที่เกินจาก กําหนด ๓๐ วัน โดยนับต่อจากวันครบกําหนดเวลารับประกันเดิม สําหรับกรณีที่แก้ไขแล้วเสร็จพ้นกําหนดเวลา รับประกัน ให้ขยายกําหนดตามจํานวนวันที่เกินจากกําหนด ๓๐ วัน โดยนับต่อจากวันส่งมอบพัสดุที่แก้ไขเสร็จ เรียบร้อย แล้วแต่กรณี และยอมให้การไฟฟ้าส่วนภูมิภาคปรับเป็นรายวันในอัตรา ร้อยละ ๐.๐๔๑๐๙ ของ ราคาพัสดุรวมภาษีมูลค่าเพิ่ม ที่แก้ไขเกินกําหนด

  ข้อ โครงการจัดซื้อจัดจ้างที่มีวงเงินตั้งแต่ ๕๐๐
  ๕๐๐ ล้านบาทขึ้นไป รวมถึงการจัดซื้อจัดจ้างแบบเป็น กลุ่มประกวดราคา (Bid Group)ที่มีวงเงินตั้งแต่ ๕๐๐ ล้านบาทขึ้นไป (ตามประกาศคณะกรรมการความ ร่วมมือป้องกันการทุจริต เรื่อง มาตรฐานขั้นต่ําของนโยบายและแนวทางป้องกันการทุจริตในการจัดซื้อจัดจ้าง ที่ผู้ประกอบการ ต้องจัดให้มี ตามมาตรา ๑๙ แห่งพระราชบัญญัติการจัดซื้อจัดจ้างและการบริหารพัสดุภาครัฐ พ.ศ. ๒๕๖๐) ผู้เข้าร่วมการเสนอราคาจะต้องมีนโยบายและแนวทางการป้องกันการทุจริตในการจัดซื้อจัดจ้าง พร้อมทั้ง ต้องแนบเอกสารหลักฐาน และแบบตรวจสอบข้อมูลของผู้ประกอบการที่จะเข้าร่วมการเสนอราคาใน โครงการที่มีวงเงินตั้งแต่ ๕๐๐ ล้านบาทขึ้นไป ประกอบเป็นเอกสารการเสนอราคา โดยผู้ประกอบการจะต้องมี

  การดําเนินการตามแบบตรวจสอบข้อมูลครบถ้วนทุกข้อจึงจะผ่านการพิจารณาคุณสมบัติของผู้เสนอราคา

  ข้อ ๑๒ โครงการจัดซื้อจัดจ้างที่มีวงเงินตั้งแต่ 2,000 ล้านบาทขึ้นไป จะต้องดําเนินการตามประกาศ คณะกรรมการความร่วมมือป้องกันการทุจริต (ค.ป.ท.) เรื่องแนวทางและวิธีการในการดําเนินงานโครงการ ความร่วมมือป้องกันการทุจริตในการจัดซื้อจัดจ้างภาครัฐ แบบของข้อตกลงคุณธรรม การคัดเลือก ผู้สังเกตการณ์ และการจัดทํารายงานตามมาตรา ๑๗ และ มาตรา ๑๘ แห่งพระราชบัญญัติการจัดซื้อจัดจ้าง และการบริหารพัสดุภาครัฐ พ.ศ. ๒๕๖๐ และได้รับ คัดเลือก จากคณะกรรมการความร่วมมือป้องกันการทุจริต (ค.ป.ท.) ให้จัดทําข้อตกลงคุณธรรม (integrity pact :IP)
  ผู้ประสงค์จะเข้าร่วมการเสนอราคาในโครงการจัดทําข้อตกลงคุณธรรมจะต้องลงนามใน
  ข้อตกลงคุณธรรมซึ่งเป็นเอกสารที่ยื่นพร้อมกับเอกสารเสนอราคา หากไม่ลงนามในข้อตกลงคุณธรรมจะไม่มี
  สิทธิเข้าร่วมการเสนอราคาในโครงการนั้น
  ข้อ ๑๓ กรณีหม้อแปลงไฟฟ้าเกิดการชํารุดระหว่างการใช้งานและอยู่ภายในระยะเวลารับประกัน การ ไฟฟ้าส่วนภูมิภาคขอสงวนสิทธิในการผ่าพิสูจน์หม้อแปลงไฟฟ้า เพื่อหาสาเหตุการชํารุด โดยให้คู่สัญญาเข้าร่วม ในกระบวนการผ่าพิสูจน์ หากผลการผ่าพิสูจน์ปรากฏว่า ใช้วัสดุอุปกรณ์ไม่เป็นไปตามข้อกําหนดทางเทคนิค (Specification) ที่การไฟฟ้าส่วนภูมิภาคกําหนด การไฟฟ้าส่วนภูมิภาคขอสงวนสิทธิบอกเลิกสัญญา และเรียก ค่าเสียหาย พร้อมทั้งพิจารณาให้เป็นผู้ทิ้งงาน
  ข้อ ๑๔ ในกรณีพัสดุที่การไฟฟ้าส่วนภูมิภาค (กฟภ.) จัดซื้อได้มีการกําหนดให้มีการทดสอบ กฟภ. สงวน สิทธิที่จะเรียกเก็บค่าบริการทดสอบกับผู้ยื่นข้อเสนอ คู่สัญญา โดย กฟภ. จะเรียกเก็บค่าบริการทดสอบ ดังนี้
  ๑๔.๑ งานให้บริการทดสอบเพื่อประกอบการพิจารณาผลการจัดซื้อ งานให้บริการทดสอบ
  เพื่อตรวจรับ งานให้บริการทดสอบอุปกรณ์/พัสดุในโครงการจ้างเหมาก่อสร้างระบบไฟฟ้า งานให้บริการ ทดสอบเพื่อตรวจสอบและรับรองคุณภาพของผลิตภัณฑ์ และงานให้บริการทดสอบอื่นๆ ให้คิดค่าบริการ ทดสอบตามอัตราที่ กฟภ. กําหนดไว้
  ๑๔.๒ สําหรับการทดสอบอุปกรณ์/พัสดุ มีการคิดค่าบริการ แบ่งเป็น ๒ ลักษณะ ดังนี้
  ๑๔.๒.๑ การทดสอบโดยหน่วยงานทดสอบของ กฟภ. จะดําเนินการคิดค่าบริการ
  ทดสอบตามอัตราที่ กฟภ. กําหนดไว้
  ๑๔.๒.๒ การทดสอบโดยหน่วยทดสอบเครือข่าย หรือหน่วยทดสอบภายนอก ที่ กฟภ. ยอมรับ หากมีเจ้าหน้าที่จาก กฟภ. เข้าร่วมเป็นสักขีพยานในการทดสอบ (Witness test) จะดําเนินการคิดค่า ดําเนินการให้บริการในอัตรา ๓,๐๐๐ บาท/งาน/วัน (ไม่รวมภาษีมูลค่าเพิ่ม) หรือตามอัตราที่ กฟภ. กําหนดไว้ ตามประเภทอุปกรณ์ (ถ้ามี)
  ทั้งนี้ กฟภ. จะเรียกเก็บค่าบริการทดสอบ รวมข้อ ๑๔.๒.๑ และ ๑๔.๒.๒ ไม่เกินร้อยละ ของมูลค่ารวมการจัดซื้อจัดจ้างในแต่ละรายการที่ส่งทดสอบ (ไม่รวมภาษีมูลค่าเพิ่ม) หากการขอรับบริการ ทดสอบใดไม่กําหนดมูลค่าการจัดซื้อจัดจ้างในแต่ละรายการที่ส่งทดสอบ กฟภ. ขอสงวนสิทธิคิดค่าบริการ ทดสอบตามอัตราที่ กฟภ. กําหนดไว้ ตามค่าใช้จ่ายที่เกิดขึ้นจากการทดสอบจริงทั้งหมด

  หากมีการใช้รถยนต์หรือยานพาหนะของ กฟภ. ในการเดินทางไปเข้าร่วมเป็นสักขีพยานใน การทดสอบดังกล่าว จะมีการคิดค่าบริการเพิ่มขึ้นตามประเภทของรถยนต์ที่ใช้ในการเดินทางตามอัตราที่ กฟภ.
  กําหนดไว้
  ในกรณีที่ผู้ยื่นข้อเสนอ คู่สัญญา ไม่ส่งมอบหลักฐานการชําระค่าบริการทดสอบอุปกรณ์/พัสดุ หน่วยงานทดสอบของ กฟภ. มีสิทธิบอกเลิกการขอรับบริการทดสอบในครั้งนั้น
  ทั้งนี้ สามารถตรวจสอบข้อมูลสําคัญการทดสอบอุปกรณ์ ประกอบด้วยอัตราค่าบริการ ทดสอบอุปกรณ์ รายละเอียดการตรวจรับพัสดุ รายชื่อหน่วยทดสอบเครือข่ายที่ กฟภ. ยอมรับ และสามารถ ค้นหาหน่วยงานทดสอบ รายการพัสดุพร้อมทั้งหัวข้อการทดสอบ เพื่อประกอบการพิจารณาผลการจัดซื้อ หรือ เพื่อการตรวจรับพัสดุที่จะเรียกเก็บค่าบริการทดสอบ ได้ที่ www.pea.co.th -> ข่าวสารประกาศ -> หัวข้อ
