โครงการนี้มีวัตถุประสงค์เพื่อจัดซื้อรถพยาบาลฉุกเฉิน (รถกระบะ) จำนวน 1 คัน เพื่อใช้ในการช่วยเหลือประชาชนที่ได้รับความเดือดร้อน ผู้ป่วยฉุกเฉิน และผู้ประสบอุบัติเหตุในพื้นที่องค์การบริหารส่วนตำบลเนินขี้เหล็ก อำเภอลาดยาว จังหวัดนครสวรรค์ โดยรถพยาบาลต้องมีคุณสมบัติตามมาตรฐานกลางของสถาบันการแพทย์ฉุกเฉินแห่งชาติ (สพฉ.) และสามารถทำความสะอาดได้ง่าย มีประสิทธิภาพในการดูแลรักษาผู้ป่วยในระดับ Basic Trauma Life Support พร้อมอุปกรณ์การแพทย์ที่สำคัญที่สามารถนำไปใช้ดูแลผู้ป่วยนอกรถพยาบาลได้สะดวก

ขอบเขตงานประกอบด้วยการจัดหารถพยาบาลที่มีคุณสมบัติทางเทคนิคตามที่กำหนด เช่น เครื่องยนต์ดีเซล 4 สูบ ปริมาตรกระบอกสูบไม่ต่ำกว่า 2,400 ซีซี, ระบบกันสะเทือนที่เหมาะสม, และอุปกรณ์ประจำรถครบครัน รวมถึงการติดตั้งหลังคาไฟเบอร์กลาสที่แข็งแรงทนทาน, ตู้เก็บอุปกรณ์การแพทย์, วิทยุคมนาคม, และเครื่องสัญญาณไฟฉุกเฉิน

ผู้ยื่นข้อเสนอต้องมีคุณสมบัติตามที่กำหนด เช่น เป็นนิติบุคคลผู้มีอาชีพขายพัสดุ, ไม่เป็นผู้มีผลประโยชน์ร่วมกัน, และมีคุณสมบัติอื่นๆ ตามที่ระบุใน TOR โดยจะต้องส่งมอบรถพยาบาลภายใน 60 วันหลังลงนามในสัญญา และรับประกันความชำรุดบกพร่องเป็นระยะเวลาไม่น้อยกว่า 1 ปี

The purpose of this project is to procure one emergency ambulance (pickup truck) for assisting people in need, emergency patients, and accident victims in the area of Noen Khilek Subdistrict Administrative Organization, Lat Yao District, Nakhon Sawan Province. The ambulance must meet the central standards of the National Institute for Emergency Medicine (NIEM) and be easy to clean. It should be efficient in providing Basic Trauma Life Support and equipped with essential medical equipment that can be conveniently used for patient care outside the ambulance.

The scope of work includes procuring an ambulance with specified technical characteristics, such as a 4-cylinder diesel engine with a displacement of at least 2,400 cc, appropriate suspension, and complete vehicle equipment. It also includes the installation of a durable fiberglass roof, medical equipment storage cabinets, radio communication equipment, and emergency lighting.

Bidders must meet the specified qualifications, such as being a legal entity engaged in the sale of supplies, not having any conflicts of interest, and meeting other requirements specified in the TOR. The ambulance must be delivered within 60 days after signing the contract, and a warranty for defects must be provided for a period of at least 1 year.
