โครงการนี้เป็นการประกวดราคาจ้างก่อสร้างโครงการก่อสร้างถนนลาดยางผิวแอสฟัลท์ติกคอนกรีต รหัสทางหลวงท้องถิ่น สร.ถ. ๑๐๑-๐๐ สายบ้านอ่างทอง หมู่ที่ ๑๐ - บ้านคลองชะโด หมู่ที่ ๖ ตำบลท่าสะท้อน อำเภอพนม จังหวัดสุราษฎร์ธานี ด้วยวิธีประกวดราคาอิเล็กทรอนิกส์ (e-bidding) ผู้ยื่นข้อเสนอต้องมีคุณสมบัติตามที่กำหนด เช่น มีโรงงานผสมแอสฟัลท์คอนกรีต หรือโรงงานผสมแอสฟัลท์คอนกรีตแบบเคลื่อนที่ พร้อมใบอนุญาตประกอบกิจการโรงงาน หรือหนังสือรับรองการตั้งหน่วยงานผลิตแอสฟัลท์คอนกรีต และต้องแสดงแผนที่ที่ตั้งโรงงานผสมแอสฟัลท์คอนกรีตและเส้นทางขนส่งที่ได้มาตรฐานตามที่กำหนด นอกจากนี้ ผู้ยื่นข้อเสนอต้องมีมูลค่าสุทธิของกิจการเป็นไปตามหนังสือคณะกรรมการวินิจฉัยปัญหาการจัดซื้อจัดจ้างและการบริหารพัสดุภาครัฐ
