โครงการจัดซื้อชุดตรวจ COVID-19 และ Influenza A+B แบบรวดเร็ว (Rapid Test) ในแผ่นทดสอบเดียว พร้อมชุดเก็บตัวอย่าง (nasal swab tube) จำนวน 15,000 ชุด โดยโรงพยาบาลตากสิน สำนักการแพทย์ กรุงเทพมหานคร ใช้วิธีประกวดราคาอิเล็กทรอนิกส์ (e-bidding) งบประมาณ 1,305,000 บาท หลักเกณฑ์การพิจารณาคือราคาต่ำสุด ผู้ชนะการเสนอราคาต้องทำสัญญาจะซื้อจะขายแบบราคาคงที่ไม่จำกัดปริมาณ และวางหลักประกันสัญญา 5% ของราคาซื้อขาย ชุดตรวจต้องได้รับการรับรองจาก US-FDA หรือ CE mark และขึ้นทะเบียนกับ อย. ผู้เสนอราคาต้องเป็นตัวแทนจำหน่ายโดยตรงจากผู้ผลิต, มีเอกสารนำเข้า, จัดหา sterile nasopharyngeal swab tubes หรือ nasal swab tube จำนวน 15,000 ชิ้น, สารควบคุมคุณภาพ (control) ไม่น้อยกว่า 52 ชุด, และสนับสนุนการเข้าร่วมโครงการประกันคุณภาพภายนอก (EQA) หรือโครงการทดสอบความชำนาญ (PT) ต้องรับประกันความชำรุดบกพร่อง 1 ปี และแก้ไขภายใน 30 วัน

This project involves the procurement of 15,000 rapid test kits for COVID-19 and Influenza A+B, combined in a single test cassette, along with nasal swab tubes. Taksin Hospital, under the Bangkok Metropolitan Administration’s Medical Service Department, is conducting the procurement via electronic bidding (e-bidding) with a budget of 1,305,000 baht. The selection criterion is the lowest price. The winning bidder must enter into a fixed-price, unlimited-quantity purchase agreement and provide a contract guarantee of 5% of the purchase price. The test kits must be certified by the US-FDA or have a CE mark, and be registered with the Thai FDA. Bidders must be authorized distributors of the manufacturer, provide import documentation, supply 15,000 sterile nasopharyngeal swab tubes or nasal swab tubes, at least 52 quality control sets, and support participation in an external quality assurance (EQA) or proficiency testing (PT) program. A 1-year warranty for defects is required, with repairs to be completed within 30 days.
