โครงการนี้มีวัตถุประสงค์หลักเพื่อให้การไฟฟ้านครหลวง (กฟน.) มีรถโดยสารจำนวน 22 คันพร้อมใช้งานตลอดเวลาสำหรับการปฏิบัติงานต่างๆ โดยผู้ให้เช่าจะต้องจัดหารถที่มีคุณสมบัติตามที่กำหนด และรับผิดชอบค่าใช้จ่ายในการบำรุงรักษา ซ่อมแซม และประกันภัย รวมถึงการติดตั้งอุปกรณ์เพิ่มเติม เช่น GPS Tracking กล้องบันทึกภาพหน้ารถ และฟิล์มกรองแสง ผู้ให้เช่าต้องจัดเตรียมรถให้พร้อมใช้งานและจอดประจำ ณ ที่ทำการ กฟน. หรือสถานที่ที่ กฟน. กำหนดตลอด 24 ชั่วโมง นอกจากนี้ ผู้ให้เช่ายังต้องจัดหาศูนย์บริการซ่อมบำรุงที่ได้มาตรฐานในพื้นที่เขตจำหน่ายของ กฟน. และมีบริการช่วยเหลือฉุกเฉินตลอด 24 ชั่วโมงทั่วราชอาณาจักร เพื่อให้การปฏิบัติงานของ กฟน. เป็นไปอย่างราบรื่นและมีประสิทธิภาพ หากรถเกิดเหตุฉุกเฉิน ผู้ให้เช่าต้องดำเนินการแก้ไข ณ ที่เกิดเหตุ หรือเคลื่อนย้ายรถไปยังศูนย์บริการโดยเร็ว
This project involves renting 22 passenger vehicles to ensure the Metropolitan Electricity Authority (MEA) has vehicles readily available for its operations. The lessor is responsible for maintenance, repairs, insurance, and installation of additional equipment such as GPS tracking, dash cameras, and window film. All vehicles must be in good working condition and stationed at MEA premises or designated locations 24/7. The lessor must also provide standard maintenance service center in MEA distribution area and 24/7 emergency assistance throughout the kingdom. In case of emergency, the lessor must proceed with repair at the location or move vehicle to the service center as soon as possible.
