โครงการส่งเสริมกระบวนการพัฒนาผ้าลำพูน กิจกรรมที่ 4 “พัฒนาแหล่งเรียนรู้ต้นแบบการพัฒนาผ้าพื้นถิ่นลำพูน สู่ “ทุ่งหัวช้างโมเดล”” มีวัตถุประสงค์หลักเพื่อพัฒนาแหล่งเรียนรู้ต้นแบบการผลิตผ้าพื้นถิ่นลำพูนที่เป็นมิตรกับสิ่งแวดล้อม ภายใต้แนวคิดเศรษฐกิจ BCG (Bio-Circular-Green Economy Model) โครงการนี้สอดคล้องกับยุทธศาสตร์ชาติ 20 ปี, แผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ ฉบับที่ 13, และแผนพัฒนาจังหวัดลำพูน โดยมุ่งเน้นการยกระดับผลิตภัณฑ์ผ้าทอให้ได้มาตรฐาน มีมูลค่าเพิ่มขึ้น และเป็นที่ต้องการของตลาด

ขอบเขตงานครอบคลุมการออกแบบและพัฒนาฐานเรียนรู้การผลิตผ้าอัตลักษณ์อำเภอทุ่งหัวช้าง 5 ฐานเรียนรู้, การจัดหาผู้เชี่ยวชาญ, การจัดทำนิทรรศการ, การจัดกิจกรรม Workshop, การพัฒนาวิทยากรผ้าท้องถิ่น, และการศึกษาเรียนรู้แหล่งเรียนรู้ต้นแบบอื่นๆ นอกจากนี้ ยังมีการประชาสัมพันธ์พื้นที่เรียนรู้และการเชื่อมโยงเส้นทางท่องเที่ยว ผู้เสนอราคาต้องมีคุณสมบัติตามที่กำหนด, ยื่นข้อเสนอทั้งด้านเทคนิคและราคา, และดำเนินการตามขอบเขตงานที่ระบุไว้อย่างเคร่งครัด โครงการมีวงเงินงบประมาณ 2,000,000 บาท และมีการจ่ายเงินตามงวดงานที่กำหนด

This project, “Promotion of Lamphun Fabric Development Process, Fiscal Year 2025, Activity 4: Developing a Prototype Learning Center for the Development of Lamphun Local Fabric Towards the ‘Thung Hua Chang Model’,” aims to develop a prototype learning center for environmentally friendly production of Lamphun local fabric. The project aligns with the 20-year National Strategy, the 13th National Economic and Social Development Plan, and the Lamphun Provincial Development Plan, focusing on upgrading fabric products to meet standards, increase value, and meet market demand.

The scope of work includes designing and developing 5 learning bases for the production of unique fabric in Thung Hua Chang district, recruiting experts, creating exhibitions, organizing workshops, developing local fabric instructors, and studying other prototype learning centers. Furthermore, there will be publicity for the learning area and connections to tourist routes. Bidders must meet the specified qualifications, submit both technical and price proposals, and strictly adhere to the scope of work. The project has a budget of 2,000,000 baht and payments will be made according to the specified work stages.
