โครงการจ้างเหมาบริการฟอกเลือดด้วยเครื่องไตเทียม ณ โรงพยาบาลบ้านฉาง จังหวัดระยอง มีวัตถุประสงค์หลักเพื่อเพิ่มการเข้าถึงบริการฟอกเลือดที่มีคุณภาพให้แก่ประชาชนในพื้นที่ เนื่องจากจำนวนผู้ป่วยที่ต้องการรับบริการมีมากกว่าศักยภาพของศูนย์ไตเทียมเดิมของโรงพยาบาล โครงการนี้จึงเปิดให้เอกชนเข้ามาร่วมดำเนินการให้บริการ โดยเอกชนจะต้องจัดหาเครื่องไตเทียม, บุคลากรทางการแพทย์, วัสดุอุปกรณ์, และระบบสนับสนุนที่ได้มาตรฐานตามที่สมาคมโรคไตแห่งประเทศไทยกำหนด ครอบคลุมถึงการบริหารจัดการหน่วยไตเทียม, การบำรุงรักษาระบบ, การตรวจคุณภาพน้ำ, และการจัดการของเสีย ผู้รับจ้างต้องรับผิดชอบค่าใช้จ่ายในการดำเนินการทั้งหมด โดยโรงพยาบาลจะจ่ายค่าบริการตามจำนวนครั้งที่ให้บริการจริง และผู้รับจ้างต้องดำเนินการเบิกจ่ายตามสิทธิของผู้ป่วยแต่ละราย โครงการมีระยะเวลาประมาณ 9 เดือน โดยใช้เกณฑ์ราคาในการพิจารณาคัดเลือกผู้เสนอราคาต่ำสุด

The hemodialysis service outsourcing project at Ban Chang Hospital, Rayong Province, aims to increase access to quality hemodialysis services for the local population. Due to the number of patients requiring service exceeding the capacity of the hospital’s existing dialysis center, this project invites private sector participation. The contractor must provide hemodialysis machines, medical personnel, materials, equipment, and support systems that meet the standards set by the Nephrology Society of Thailand. This includes the management of the dialysis unit, system maintenance, water quality testing, and waste management. The contractor is responsible for all operating costs. The hospital will pay for services based on the actual number of treatments provided, and the contractor must process claims according to each patient’s healthcare coverage. The project duration is approximately 9 months, and the selection criterion is the lowest bid price.
