สถาบันวิจัยและพัฒนาพื้นที่สูง (สวพส.) เปิดให้มีการประมูลโครงการจ้างพัฒนาระบบบริหารจัดการประชุมอิเล็กทรอนิกส์ (e-Meeting) ประจำปีงบประมาณ 2568 ด้วยงบประมาณ 1,190,000 บาท โดยมีวัตถุประสงค์เพื่อพัฒนาระบบเทคโนโลยีที่สนับสนุนการบริหารจัดการประชุมแบบครบวงจร และเชื่อมต่อกับระบบฐานข้อมูลการประชุมเดิมที่มีอยู่ เพื่อเพิ่มประสิทธิภาพในการทำงาน ลดการใช้ทรัพยากร และรองรับการเป็นองค์กรดิจิทัล

ขอบเขตงานครอบคลุมการวิเคราะห์กระบวนการทำงานเดิมและออกแบบกระบวนการใหม่ การพัฒนาระบบบริหารจัดการประชุมที่สามารถใช้งานได้บนอุปกรณ์หลากหลายประเภท มีระบบรักษาความปลอดภัย (HTTPS, Encryption) การจัดการข้อมูลผู้ใช้งาน การจัดการวาระการประชุม การจัดการห้องประชุม การติดตามมติ/ข้อสั่งการ ระบบลงทะเบียนสำหรับผู้ใช้งานภายนอก ระบบประเมินความพึงพอใจ และการจัดการสิทธิ์การใช้งานของผู้ใช้ ระบบต้องมี API documentation และมีคู่มือการใช้งานและฝึกอบรมสำหรับผู้ใช้งานทุกกลุ่ม

ผู้ยื่นข้อเสนอจะต้องมีคุณสมบัติตามที่กฎหมายกำหนด มีความสามารถในการพัฒนาระบบ Web Application และต้องแสดงให้เห็นถึงความพร้อมและความเชี่ยวชาญเฉพาะด้านตามขอบเขตงาน โดยการประเมินจะพิจารณาจากเกณฑ์คุณภาพ (80%) และเกณฑ์ราคา (20%) ผู้ชนะการประมูลจะต้องส่งมอบงานเป็น 3 งวด ภายในระยะเวลา 210 วัน พร้อมทั้งมีการรับประกันผลงาน 1 ปี

The Highland Research and Development Institute (HRDI) is seeking bids for the development of an electronic meeting management system (e-Meeting) for the fiscal year 2025, with a budget of 1,190,000 baht. The project aims to develop a comprehensive technology system to support meeting management and integrate with the existing meeting database. The system must improve work efficiency, reduce resource consumption, and support the transition to a digital organization.

The scope of work includes analyzing existing work processes and designing new processes, developing a meeting management system that can be used on various devices, incorporating security features (HTTPS, Encryption), user data management, meeting agenda management, room booking, follow-up on resolutions/orders, a registration system for external users, a satisfaction assessment system, and user access rights management. The system must have API documentation, user manuals, and training for all user groups.

Bidders must meet legal qualifications, have experience in developing Web Applications, and demonstrate their readiness and expertise in accordance with the scope of work. The evaluation will consider quality criteria (80%) and price criteria (20%). The winning bidder must deliver the work in 3 phases within 210 days, and provide a 1-year warranty.
