เทศบาลตําบลหัวถนน มีความประสงค์ที่จะจัดซื้อรถฟาร์มแทรกเตอร์พร้อมติดตั้งเครื่องตัดหญ้าไหล่ทางแบบขับเคลื่อน 4 ล้อ ขนาดไม่น้อยกว่า 110 แรงม้า ด้วยวิธีประกวดราคาอิเล็กทรอนิกส์ (e-bidding) โดยมีวัตถุประสงค์เพื่อใช้ในการปรับปรุงสาธารณูปโภคขั้นพื้นฐาน เช่น ซ่อมแซมถนนลูกรัง ปรับปรุงภูมิทัศน์ จัดการขยะ และบริการสาธารณะอื่น ๆ รวมถึงใช้ในการบำรุงรักษาทาง เกลี่ยวัชพืช และสนับสนุนงานด้านการเกษตร เช่น การเกลี่ยสภาพดินและกำจัดวัชพืช

ผู้ยื่นข้อเสนอต้องมีคุณสมบัติตามกฎหมาย เป็นนิติบุคคลที่ประกอบอาชีพหรือจำหน่ายเกี่ยวกับครุภัณฑ์ยานพาหนะและขนส่ง และต้องไม่เป็นผู้มีผลประโยชน์ร่วมกันกับผู้เสนอราคารายอื่น
การส่งมอบพัสดุต้องภายใน 180 วัน นับถัดจากวันลงนามในสัญญาซื้อขาย โดยเทศบาลจะจ่ายเงินจำนวน 1 งวดงานเมื่อผู้ขายได้ดำเนินการตามสัญญาแล้วเสร็จ 100% และคณะกรรมการตรวจรับพัสดุได้ทำการตรวจรับเรียบร้อยแล้ว
Hua Thanon Subdistrict Municipality intends to procure a four-wheel drive farm tractor with a roadside mower, with a power of not less than 110 horsepower, through electronic bidding (e-bidding). The objectives are to use it for improving basic public utilities such as repairing dirt roads, landscape improvement, waste management, and other public services. It will also be used for road maintenance, weed control, and supporting agricultural tasks such as soil leveling and weed removal.
The scope of work includes providing a tractor with specified features such as a four-stroke, four-cylinder diesel engine with a power of not less than 110 horsepower, a synchro shuttle transmission system, power steering, and a multi-disc oil-immersed brake system. Additional attachments such as a front blade and a roadside mower with specified cutting width and height are also required.
Bidders must meet legal qualifications, be a legal entity engaged in the business or sale of vehicle and transportation equipment, and must not have any conflicts of interest with other bidders.
Delivery must be within 180 days from the date of signing the purchase agreement. The municipality will make a single payment upon the seller’s 100% completion of the contract and acceptance by the inspection committee.
