โครงการนี้เป็นการติดตั้งระบบผลิตไฟฟ้าด้วยเซลล์แสงอาทิตย์ (Solar Rooftop) ขนาดไม่ต่ำกว่า 30 กิโลวัตต์ ที่สำนักงานสาธารณสุขจังหวัดประจวบคีรีขันธ์ มีวัตถุประสงค์หลักเพื่อส่งเสริมการใช้พลังงานทดแทนในหน่วยงานภาครัฐ ลดค่าใช้จ่ายด้านสาธารณูปโภค และเสริมสร้างความมั่นคงด้านพลังงานไฟฟ้าของสำนักงานฯ
ขอบเขตงานประกอบด้วยการจัดหาและติดตั้งแผงเซลล์แสงอาทิตย์ชนิด Mono Crystalline Silicon, เครื่องแปลงไฟฟ้า (Inverter) แบบ Grid Connected, อุปกรณ์ควบคุมการจ่ายไฟไหลย้อน (Zero Export), อุปกรณ์เพิ่มประสิทธิภาพการผลิตไฟฟ้า (Power Optimizer), สวิตช์หยุดทํางานฉุกเฉิน, อุปกรณ์ควบคุมการตัดต่อวงจรไฟฟ้า, สายไฟฟ้า, ท่อร้อยสายไฟฟ้า, รางเดินสายไฟฟ้า, กล่องรวมสาย, ระบบกราวด์, โครงสร้างรองรับแผง, อุปกรณ์ป้องกันฟ้าผ่า (Surge Protection), บันไดและทางเดินเพื่อบำรุงรักษา, และระบบน้ำสำหรับล้างแผง
ผู้รับจ้างต้องรับผิดชอบในการออกแบบ, จัดหา, ติดตั้ง, ทดสอบระบบ, ขออนุญาตเชื่อมต่อกับการไฟฟ้า, และบำรุงรักษาระบบ รวมถึงจัดทำ Shop Drawing, รายงานการคำนวณโครงสร้าง, และคู่มือการใช้งาน ผู้รับจ้างยังต้องรับประกันอุปกรณ์และระบบเป็นระยะเวลา 3 ปี และดำเนินการบำรุงรักษาเชิงป้องกันทุก 4 เดือน

This project involves the installation of a Solar Rooftop system with a capacity of at least 30 kilowatts at the Prachuap Khiri Khan Provincial Public Health Office. The main objectives are to promote the use of renewable energy in government agencies, reduce utility costs, and enhance the energy security of the office. The scope of work includes the procurement and installation of Mono Crystalline Silicon solar panels, Grid Connected Inverters, Zero Export devices, Power Optimizers, emergency shutdown switches, circuit control devices, electrical cables, conduits, cable trays, junction boxes, grounding systems, panel support structures, surge protection devices, ladders and walkways for maintenance, and a water system for panel cleaning. The contractor is responsible for the design, procurement, installation, system testing, obtaining permission to connect to the power grid, and system maintenance, as well as preparing Shop Drawings, structural calculation reports, and user manuals. The contractor must also provide a 3-year warranty for equipment and systems and perform preventive maintenance every 4 months. This project aims to reduce reliance on external electricity and promote the use of clean energy in government agencies.
