โครงการนี้เป็นการเช่าเครื่องตรวจวิเคราะห์สารชีวเคมีในเลือดอัตโนมัติพร้อมน้ำยา จำนวน 1 เครื่อง สำหรับโรงพยาบาลบางปะหัน เป็นระยะเวลา 2 ปี โดยมีวัตถุประสงค์เพื่อเพิ่มประสิทธิภาพและความรวดเร็วในการตรวจวิเคราะห์สารชีวเคมีและอิเล็กโทรไลต์ในเลือดและสารคัดหลั่งต่างๆ ของร่างกาย ผู้ให้เช่าจะต้องจัดหาเครื่องที่มีคุณสมบัติตามที่กำหนด เช่น เป็นเครื่อง Fully Automated System มีอัตราการตรวจวิเคราะห์ไม่น้อยกว่า 800 ราย/ชั่วโมง (ไม่รวม Electrolyte ISE Part) และสามารถตรวจวิเคราะห์ด้วยหลักการต่างๆ เช่น Colorimetry, turbidimetry เป็นต้น

ขอบเขตงานรวมถึงการจัดหาน้ำยาตรวจทางเคมีคลินิกจำนวน 20 รายการ โดยน้ำยาต้องมีคุณสมบัติตามที่ระบุ เช่น ช่วงการตรวจวัด (Measurement Range) ที่เหมาะสม และใช้หลักการตรวจวิเคราะห์ที่ถูกต้อง ผู้ให้เช่าต้องรับผิดชอบในการติดตั้ง ทดสอบระบบ อบรมเจ้าหน้าที่ และบำรุงรักษาเครื่องตลอดอายุสัญญา นอกจากนี้ ผู้ให้เช่าต้องจัดหาเครื่องสำรองไฟ (UPS) และรับผิดชอบค่าใช้จ่ายในการเชื่อมต่อระบบ LIS/HIS หากมี

การพิจารณาคัดเลือกจะใช้เกณฑ์ราคา โดยผู้เสนอราคาต่ำสุดและมีคุณสมบัติครบถ้วนจะเป็นผู้ชนะการประกวดราคา ผู้ชนะการประกวดราคาจะต้องทำราคาค่าเช่าพร้อมน้ำยาแต่ละรายการ โดยต้องไม่สูงกว่าราคาต่อหน่วยของราคากลาง

This project involves leasing an automated blood biochemistry analyzer with reagents for Bang Pahan Hospital for a period of 2 years. The objective is to improve the efficiency and speed of analyzing biochemical substances and electrolytes in blood and other bodily fluids. The lessor must provide a machine that meets the specified requirements, such as being a Fully Automated System with an analysis rate of at least 800 samples/hour (excluding Electrolyte ISE Part) and capable of analyzing using principles such as Colorimetry, turbidimetry, etc.

The scope of work includes providing 20 items of clinical chemistry reagents, which must have the specified properties such as appropriate Measurement Range and use the correct analytical principles. The lessor is responsible for installing, testing, training staff, and maintaining the machine throughout the contract period. In addition, the lessor must provide a UPS and be responsible for the cost of connecting the LIS/HIS system, if any.

Selection will be based on price criteria, with the lowest priced and fully qualified bidder being the winner. The winner must set the rental price with reagents for each item, which must not be higher than the unit price of the median price.
