โครงการนี้มีวัตถุประสงค์เพื่อปรับปรุงระบบฐานข้อมูลสารวัตรข้าว (e-RRS) ซึ่งเป็นระบบอิเล็กทรอนิกส์สำหรับจัดการข้อมูลผู้ประกอบการธุรกิจเมล็ดพันธุ์ควบคุมข้าวเปลือกให้มีประสิทธิภาพและทันสมัยยิ่งขึ้น โดยมีเป้าหมายเพื่ออำนวยความสะดวกแก่เจ้าหน้าที่ผู้ปฏิบัติงานในการตรวจสอบ ควบคุม และกำกับดูแลธุรกิจเมล็ดพันธุ์ข้าวให้เป็นไปตามพระราชบัญญัติพันธุ์พืช พ.ศ. 2518 และที่แก้ไขเพิ่มเติม โครงการนี้ครอบคลุมการพัฒนาระบบในรูปแบบ Mobile Application และ Web Application ที่สามารถใช้งานได้ทั้งบนอุปกรณ์พกพาและคอมพิวเตอร์ รวมถึงการปรับปรุงขั้นตอนการปฏิบัติงาน การจัดเก็บข้อมูล และการรายงานผล เพื่อให้สามารถบูรณาการข้อมูลกับหน่วยงานอื่นได้ ผู้เสนอราคาจะต้องมีคุณสมบัติตามที่กำหนดใน TOR เช่น มีความสามารถตามกฎหมาย ไม่เป็นบุคคลล้มละลาย มีประสบการณ์ในการพัฒนาระบบเทคโนโลยีสารสนเทศ และมีบุคลากรที่มีความรู้ความสามารถตามที่กำหนด รวมถึงการส่งมอบงาน การฝึกอบรม และการประกันความชำรุดบกพร่อง

This project aims to improve the e-Rice Regulator System (e-RRS) database, an electronic system for managing information on rice seed control business operators, making it more efficient and modern. The goal is to facilitate officials in inspecting, controlling, and supervising rice seed businesses in accordance with the Plant Varieties Act B.E. 2518 and its amendments. The project includes developing the system in the form of Mobile Application and Web Application, which can be used on both mobile devices and computers, including improvements to work procedures, data storage, and reporting to enable data integration with other agencies. Bidders must have the qualifications specified in the TOR, such as legal capacity, not being bankrupt, experience in developing information technology systems, and qualified personnel, including the delivery of work, training, and warranty.
