โครงการนี้มีวัตถุประสงค์หลักเพื่อลดค่าใช้จ่ายด้านพลังงานไฟฟ้าของเทศบาลตำบลนครหลวง และส่งเสริมการใช้พลังงานสะอาด โดยจะดำเนินการติดตั้งระบบผลิตไฟฟ้าจากพลังงานแสงอาทิตย์ (Solar Rooftop) บนหลังคาอาคารสำนักงานเทศบาลฯ ขนาดกำลังการผลิตไม่น้อยกว่า 65 กิโลวัตต์ ผู้รับเหมาจะต้องรับผิดชอบการสำรวจ, ออกแบบ, จัดหาอุปกรณ์, ติดตั้ง, ทดสอบระบบ, ขออนุญาตหน่วยงานที่เกี่ยวข้อง, และบำรุงรักษาระบบทั้งหมด รวมถึงการรับประกันผลงานเป็นระยะเวลา 2 ปี แผงโซลาร์เซลล์ต้องเป็นชนิด Monocrystalline ขนาดไม่น้อยกว่า 550 วัตต์ต่อแผง และ Inverter ต้องเป็นชนิด Grid-connected ที่ผ่านการขึ้นทะเบียนกับการไฟฟ้าส่วนภูมิภาค ระบบต้องมีอุปกรณ์ป้องกันไฟฟ้าไหลย้อน (Zero Export) การพิจารณาคัดเลือกผู้ชนะจะใช้เกณฑ์ราคา โดยพิจารณาจากราคารวมของผู้เสนอราคาที่ผ่านคุณสมบัติและข้อกำหนดทางเทคนิค ผู้ยื่นข้อเสนอต้องมีวิศวกรไฟฟ้าและวิศวกรโยธา (ในกรณีมีงานโยธา) ตาม พ.ร.บ. วิชาชีพวิศวกรรม และมีหัวหน้างาน (Foreman) วุฒิไม่ต่ำกว่า ปวช. สาขาไฟฟ้า และ/หรือ สาขาก่อสร้าง ประจำหน้างาน

This project aims to reduce electricity costs for the Nakhon Luang Subdistrict Municipality and promote the use of clean energy. It involves the installation of a solar rooftop system on the municipality office building, with a minimum capacity of 65 kW. The contractor will be responsible for the survey, design, procurement of equipment, installation, system testing, obtaining permits from relevant authorities, and overall system maintenance, including a 2-year warranty. Solar panels must be Monocrystalline type, with a minimum size of 550 watts per panel, and the inverter must be a grid-connected type registered with the Provincial Electricity Authority (PEA). The system must have a zero export device. The selection of the winning bidder will be based on price, considering the total price of the bidders who meet the qualifications and technical specifications. Bidders must have an electrical engineer and a civil engineer (in the case of civil works) according to the Engineering Profession Act, and a foreman with at least a vocational certificate in electricity and/or construction on site.
