โครงการนี้เป็นการปรับปรุงถนนโดยแอสฟัลท์ติกคอนกรีต รหัสทางหลวงท้องถิ่น ชร.ถ.137-27 บริเวณบ้านกล้วยทรายงาม หมู่ที่ 12 ตำบลสันมะเค็ด อำเภอพาน จังหวัดเชียงราย โดยมีวัตถุประสงค์หลักเพื่อปรับปรุงผิวจราจรให้มีความเรียบและปลอดภัยมากยิ่งขึ้น ขอบเขตงานประกอบด้วยการปรับเกลี่ยแต่งและบดอัดคันทางเดิม, ขุดรื้อไหล่ทางเดิมแล้วบดทับ, งานชั้นพื้นทาง, งาน Skin Patch, Prime Coat, Tack Coat, ผิวทาง Asphaltic Concrete หนา 0.05 เมตร, ไหล่ทางลูกรัง, ติดตั้งป้ายจราจรและหลักกิโลเมตร, ตีเส้นจราจร, ทางม้าลาย, Rumble Strip และติดตั้งไฟกระพริบ ผู้รับจ้างต้องใช้วัสดุที่ผลิตภายในประเทศไม่น้อยกว่าร้อยละ 60 และเหล็กที่ผลิตภายในประเทศไม่น้อยกว่าร้อยละ 90 ของปริมาณที่ใช้ทั้งหมด

This project involves the asphalt concrete pavement improvement of local highway code Chor.Tor.137-27, Ban Kluai Sai Ngam, Village No. 12, San Makket Subdistrict, Phan District, Chiang Rai Province. The main objective is to improve the road surface for smoother and safer traffic. The scope of work includes leveling and compacting the existing roadbed, excavating and compacting the existing shoulders, base course work, Skin Patch, Prime Coat, Tack Coat, a 0.05-meter thick Asphaltic Concrete pavement, gravel shoulders, installation of traffic signs and kilometer markers, road striping, crosswalks, Rumble Strips, and flashing light installation. The contractor must use materials manufactured domestically for no less than 60 percent and steel manufactured domestically for no less than 90 percent of the total quantity used.

This project emphasizes the use of domestically produced materials and the upgrading of existing road structures to meet standards.
