เอกสารนี้เป็นแบบมาตรฐานงานทางสำหรับองค์กรปกครองส่วนท้องถิ่น (อปท.) จัดทำโดยกรมทางหลวงชนบท พิมพ์ครั้งที่ 4 ในเดือนธันวาคม 2556 มีจำนวน 1,500 เล่ม โดยมีวัตถุประสงค์เพื่อเป็นแนวทางในการก่อสร้างและบำรุงรักษาถนนในพื้นที่ของ อปท. ให้มีมาตรฐานเดียวกัน เนื้อหาในเอกสารประกอบด้วยรายละเอียดต่างๆ เกี่ยวกับงานทาง เช่น ภาพตัดขวางผิวจราจรคอนกรีตเสริมเหล็ก (ค.ส.ล.) แสดงส่วนประกอบต่างๆ เช่น เหล็กเสริมสำหรับรับแรงอัด แรงดึง รอยต่อขยาย รอยต่อหดตัว และวัสดุกันน้ำ, แผนผังแสดงการเสริมเหล็กเสริมตามแนวถนนคอนกรีตเสริมเหล็ก บอกตำแหน่งของเหล็กเสริมประเภทต่างๆ เช่น เหล็กเสริมตามยาว เหล็กเสริมตามขวาง และขนาดของเหล็กเสริมแต่ละประเภท, ตารางแสดงรายละเอียดของเหล็กเสริมอุณหภูมิ (Temperature Steel) ตามความกว้างของช่องจราจร, รวมถึงตารางแสดงรายละเอียดของ Tie Bars/Dowel Bars ตามความหนาของพื้นคอนกรีต

นอกจากนี้ เอกสารยังกำหนดให้คู่สัญญาต้องใช้พัสดุส่งเสริมการผลิตภายในประเทศไม่น้อยกว่าร้อยละ 60 ของพัสดุที่จะใช้ในงานก่อสร้างประเภทเหล็กหรือเหล็กกล้าที่เป็นพัสดุส่งเสริมการผลิตภายในประเทศก่อน ซึ่งต้องไม่น้อยกว่าร้อยละ 90 ของปริมาณเหล็กหรือเหล็กกล้าที่ใช้ในงานก่อสร้างทั้งหมดในครั้งนั้น หากการใช้เหล็กหรือเหล็กกล้ารวมแล้วยังไม่ครบร้อยละของมูลค่าที่กำหนดให้ใช้พัสดุส่งเสริมการผลิตภายในประเทศ ให้หน่วยงานของรัฐนำการส่งเสริมการผลิตภายในประเทศประเภทอื่นเพิ่มเติมได้เพื่อให้ครบร้อยละ 60 ตามข้อกำหนด

This document is a standard road design for Local Administrative Organizations (LAOs), prepared by the Department of Rural Roads, 4th edition, December 2013, with 1,500 copies.
