โครงการนี้มีวัตถุประสงค์เพื่อจัดหา พัฒนา และติดตั้งระบบบริหารไฟฟ้าขัดข้อง (Outage Management System: OMS) เพื่อทดแทนระบบเดิมที่กำลังจะหมดสัญญาในวันที่ 31 มีนาคม 2568 โดยมีเป้าหมายหลักเพื่อยกระดับและเพิ่มประสิทธิภาพในการบริหารจัดการเหตุการณ์ไฟฟ้าขัดข้อง บูรณาการระบบงานที่เกี่ยวข้อง เพื่อให้การทำงานมีความสะดวก รวดเร็ว ลดขั้นตอน และลดระยะเวลาในการปฏิบัติงาน นอกจากนี้ ระบบใหม่จะต้องให้บริการข้อมูลและสนับสนุนการวิเคราะห์สาเหตุของไฟฟ้าขัดข้อง ประมวลผลความน่าเชื่อถือของระบบไฟฟ้า เพื่อใช้ในการวางแผน แก้ไข และปรับปรุงระบบไฟฟ้า ป้องกันการเกิดไฟฟ้าขัดข้องในอนาคต รวมถึงยกระดับการให้บริการและความพึงพอใจของลูกค้าและผู้มีส่วนได้ส่วนเสีย ขอบเขตงานครอบคลุมถึงการสำรวจ ออกแบบ จัดหา พัฒนา ติดตั้ง ทดสอบระบบ รวมถึงการจัดตั้งศูนย์รับแจ้งปัญหาและให้การสนับสนุนหลังการใช้งานเป็นระยะเวลา 60 เดือน ผู้เสนอราคาจะต้องมีคุณสมบัติตามที่กำหนดใน TOR และจะต้องปฏิบัติตามเงื่อนไขที่ระบุไว้ในเอกสารประกวดราคา

This project aims to procure, develop, and install an Outage Management System (OMS) to replace the existing system that is expiring on March 31, 2025. The main objectives are to enhance the efficiency of power outage management by integrating relevant systems to streamline operations, reduce steps, and minimize execution time. The new system must also provide data and support the analysis of outage causes, process power system reliability data for planning, correction, and improvement to prevent future outages, and enhance service levels and satisfaction for customers and stakeholders. The scope of work includes surveying, designing, procuring, developing, installing, and testing the system, as well as establishing a help desk and providing post-implementation support for a period of 60 months. Bidders must meet the qualifications specified in the TOR and adhere to the conditions outlined in the bidding documents.
