กรมสรรพสามิตมีความประสงค์จะจัดจ้างพัฒนาระบบบริหารจัดการลูกหนี้จากนโยบายรถยนต์คันแรก ด้วยวิธีการประกวดราคาอิเล็กทรอนิกส์ (e-bidding) เพื่อเพิ่มประสิทธิภาพในการบริหารจัดการหนี้สินและติดตามการเรียกคืนเงินตามมาตรการรถยนต์คันแรก ซึ่งมีลูกหนี้ที่ต้องติดตามจำนวนมาก วัตถุประสงค์หลักของโครงการนี้คือ ๑) พัฒนาระบบบริหารจัดการหนี้และติดตามเงินคืน, ๒) พัฒนาระบบควบคุมการดำเนินงาน ตรวจสอบงาน และวางแผนการทำงานให้เป็นไปตามกฎระเบียบของภาครัฐ, และ ๓) พัฒนาระบบสำหรับบริหาร/ติดตามหนี้ และระบบบริหารจัดการการดำเนินคดีและบังคับคดีของหน่วยงาน ผู้สนใจเข้าร่วมการประมูลจะต้องมีคุณสมบัติตามที่กฎหมายกำหนด, ไม่เป็นบุคคลล้มละลาย, ไม่ถูกระงับการยื่นข้อเสนอ, เป็นนิติบุคคลผู้มีอาชีพรับจ้างงานที่เกี่ยวข้อง, ไม่เป็นผู้มีผลประโยชน์ร่วมกันกับผู้ยื่นข้อเสนอรายอื่น, และต้องลงทะเบียนในระบบ e-GP ผู้ยื่นข้อเสนอต้องเคยมีผลงานการพัฒนาระบบคอมพิวเตอร์หรือระบบเทคโนโลยีสารสนเทศในลักษณะ Web Application ที่ส่งมอบและตรวจรับเรียบร้อยแล้วไม่เกิน ๕ ปี โดยมีมูลค่าไม่ต่ำกว่า ๒,๕๐๐,๐๐๐ บาท และเป็นผลงานที่เป็นคู่สัญญากับหน่วยงานของรัฐโดยตรง

The Excise Department intends to procure a debt management system development project related to the “First Car” policy through e-bidding to enhance the efficiency of debt management and debt recovery. The main objectives of the project are to 1) develop a debt management and recovery system, 2) develop a system for operational control, work inspection, and work planning in accordance with government regulations, and 3) develop a system for debt management/tracking and a system for managing litigation and enforcement of the agency. Interested bidders must meet the legal qualifications, not be bankrupt, not be suspended from submitting offers, be a juristic person engaged in related work, not have a conflict of interest with other bidders, and must register in the e-GP system. Bidders must have experience in developing computer systems or information technology systems in the form of a Web Application that has been delivered and inspected within the past 5 years, with a value of not less than 2,500,000 baht, and must be a direct contractual work with a government agency.
